Key Concepts During the periods of Reconstruction, industrial expansion, and the Progressive movement, South Carolina searched for ways to revitalize its economy while maintaining its traditional society. • Governor Wade Hampton and the Democratic Party actively worked to disfranchise the African American voter by taking advantage of their high illiteracy rates.
Populist Ben Tillman supported the farmer who suffered from declining economic conditions. • Tillman’s bigotry and racism led to the reemergence of the terrorism of the Reconstruction Era.
To cement control of the Democratic Party and to assure that the black majority did not support the Conservatives, Tillman and his followers called for the creation of a new state constitution in 1895. This constitution further discriminated against African Americans.
