Terms of Reference To identify: • Community/ Social Development Centres which would be suitable for development in Qatar. • Partnership mechanisms between different stakeholders. • Services to be provided by the Centres. • Models which will strengthen livelihoods and enhance the quality of life of communities living outside Doha. • Models which encompass social, cultural, economic, political and environmental factors. • Models which promote sustainable development and include monitoring mechanisms.
