TRAINING OBJECTIVES Upon completion of training trainees should be able to: • Describe the main requirements concerning physical protection and safeguards during decommissioning. • List and explain the goals of physical protection and safeguards measures concerning a specified nuclear facility (for example – Physical separation of KNPP Units 1&2 from Units 3&4). ACT ON THE SAFE USE OF NUCLEAR ENERGY • Planning and regulation of physical protection • Coordination and control of plans and procedures for physical protection • Security of sites, identified by the Council of Ministers as being particularly important in terms of their physical protection • Identification of areas with controlled access and establishment of special system for access and control of physical persons and their belongings and transportation means Project BG/04/B/F/PP-166005, Programme “Leonardo da Vinci”

REGULATION FOR THE PROVISION OF PHYSICAL PROTECTION OF NUCLEAR FACILITIES, NUCLEAR MATERIAL AND RADIOACTIVE SUBSTANCES • Licensee and permit holder are obliged to assure physical protection of nuclear facilities, nuclear material and radioactive substances. • Activities for physical protection assurance are coordinated. • The information about physical protection is controlled by the provisions of the law for protection of classified information. • Nuclear material, nuclear facilities and radioactive substances for physical protection purposes are categorized. REGULATION FOR THE PROVISION OF PHYSICAL PROTECTION OF NUCLEAR FACILITIES, NUCLEAR MATERIAL AND RADIOACTIVE SUBSTANCES • Design risk is assessed, physical protection level is defined and physical protection system is built. • Responsible individual is assigned, a physical protection plan is developed, rules and procedures are approved. • Nuclear facilities, nuclear material and radioactive substances are isolated and access is restricted and controlled. • Designs for buildings and facilities need to comply with requirements for physical protections.   7. “KOZLODUY NPP” ACCESS CODE PROCEDURE • Contains organizational and technical measures regarding: • access code for individuals; • access code for vehicles; • taking in and out of goods and materials; • rights and obligations of individuals. • The requirements of the procedure are mandatory. REQUIREMENTS FOR “KOZLODUY NPP” ACCESS APPLICANTS • Study the access code procedure and strictly follow its requirements; • Report immediately for updating in case of permanent address change or change of names; • It is mandatory to return immediately pass upon its expiration of validity or in case of leaving; • Wear pass at a visible place; • Do not lend your pass to other individuals; • Visit only the places which your are authorized for; Project BG/04/B/F/PP-166005, Programme “Leonardo da Vinci”

REQUIREMENTS FOR “KOZLODUY NPP” ACCESS APPLICANTS • Go only through controlled access point and automatic access systems for which you are authorized and follow the stipulated route; • Individuals with escort are to follow the directions of their escort; • Take good care of your pass, and keep it from damage, losing or stealing; • When taking personal belongings, items, goods or materials in or out you are mandatory subject to inspection by the officials; • The escort is responsible for the location and behaviour of the individual he is escorting in NPP and for the returning of his or her pass as well. PHYSICAL SEPARATION OF UNITS 1&2 FROM UNITS 3&4 • Objective: • reliable physical separation between shutdown units and the ones remaining in operation; • physical separation between the areas for safe enclosure and non-radioactive parts; • easy access of personnel to systems, common for all units. PROJECT – CHANGES IN ACCESS CODE ORGANIZATION – PHYSICAL SEPARATION OF UNIT 1&2 FROM UNITS 3&4 • Objective: • to re-organize access between decommissioned and active plant parts; • to protect units 1 and 2 areas that contain nuclear fuel and radioactive materials.
