  2. Communication can basically be divided : Wired Communication- Landline Unwired communication- Wireless/Radio Frequency Under wireless communication presently available system VHF, UHF, HF, Satellite, Pager, Immersat, V-sat and others Radio and Television Others in development stage

DISASTER COMMUNICATION • A communication system which can be used during post-disaster operation. • VHF/UHF for short range communication network. • HF Band can be used for long range communication network. • Both are required for natural disaster, participants for which following steps are necessary : • Frequency sanction

  4. DISASTER COMMUNICATION • Radio frequency survey • Anticipatory planning for deployment • Radio equipment and accessories • Power source • Skilled man-power/operator • Disaster communication procedure • Disaster communication centre • Planned network working • Action plan for winding up

  5. However, as the NCDC suggests a voluntary contribution can be dove-tailed with utilization of HAM fraternity. The advantages are – • Free frequency by International Telecommunication Union (ITU)/WPC GoI. • HAM licence necessary for individual participant. • Groups/Societies/Clubs HAM licence is possible by WPC, New Delhi

  6. Planning for deployment of frequencies for short range communication. • Planning for HF equipment for long range communication. • Frequency planning for vehicle mobile and boat mobile • Planning for accessories of all types of equipment

  7. Provision of power/solar source • Temporary permission by GoI, WPC, New Delhi for operation at disaster site. • Close association and liaison of respective regions—HAM operators. • Mock drill operation for practice at anticipated sites.

  8. Proposal for amendment/sanction by GoI for use of dedicated wireless network. • Minimum 4 frequencies in High-band VHF for 4-chennel simplex operation. • Sanction of 2-pair of repeater frequencies for difficult terrain condition. • The sanction should be free of cost for Licence fee and Royalty. • This allotment should be for every District level (DDMA authority).

  9. In case the dedicated frequencies are not agreed by the Govt, alternative measures for deployment of HAM frequencies. • The voluntary force for HAM operation can be university, colleges, schools, NCC organizations and other such voluntary agencies. • Training of all these agencies by NCDC. • Record of data of all trained HAMs with DDMA of each district. • Mock drill practice for deployment of HAM at expected hazard sites. • Integration with Civil DefenceCentres existing.
