Governance • Network of 22 chapters statewide • Chapters elect Board of Directors; Board membership strength based on chapter size (by Member Firms) • Board elects the Executive Committee • President, President-Elect, Vice President, Secretary-Treasurer, National Director, and Immediate Past President • Membership involvement through 19 committees • Fiscal year runs from July to June • Leadership Manual a real resource; updated annually • Participation in ACEC national is important
Membership • Currently approximately 880 member firms statewide • Average firm has 21 FTEs • Recruitment and retention are important • Effective recruitment thru multiple personal contacts • Dues phase-in essential for recruitment • Commissioned-based Membership Director • Retention is greatly helped when members are active in chapters, committees and the Board
Communications • Action Report, emailed to members only • Legislative Brief, emailed to members only • E-Update, emailed to public officials, members, others • Magazine (Engineering and Surveying Business Review), mailed to public officials, members, others • Chapter Talking Points, emailed to chapter leaders • Website, blogs, twitter and emails • Media outreach with an outside PR firm • Annual Engineering Excellence Awards
Governmental Affairs • Policy direction by Committees and the Board • Legislative Action Committee identifies and develops bills which we sponsor • Legislative Review Committee adopts our positions on bills sponsored by others • Grassroots activity and annual Legislative Visit Day • State liaison with agencies: Caltrans, DWR, DGS, BPELSG, SWQCB, USACE, NAVFAC • Chapter liaisons with local agencies • Legislative advocates—three person team • Coalitions teaming whenever possible
Legal Affairs • Litigation as a party when necessary • Amicus curiae—friend of the court briefs on public policy issues affecting membership • Informing membership about legal developments • Standard form of agreement a membership benefit • Statute books: a good resource for members and good PR for the association • Attorneys Roundtable: defense attorneys share legal information/ideas; are a resource for the association
Meetings • Chapter meetings (generally monthly) • Three quarterly State ExCom and Board meetings • Fourth ExComand Board meetings during Annual conference • State meetings locale rotates across the state • Summer workshops (Board, Committees, and Chapter Leaders)
Specific Issues • Contracting out • Infrastructure funding • QBS • Indemnification and other liability issues • Alternative project delivery systems • Effective environmental protection • Regulatory streamlining • Tax on services • Professional Registration • Many, many others
