  1. STRENGTHENING INDIAN CIVIL SOCIETY FOR EU- INDIA FTA Biswajit Das Director Centre for Culture, Media & Governance Jamia MilliaIslamia University New Delhi-25

  2. INDIA –EU RELATIONS • Relationship overfive decades • Joint Cooperation is slow but steady • Certain sectors have excelled at the cost of others.  • More needs to be done by extending beyond bilateral relations • Growing challenges and opportunities for civil societies

  3. RAPID ECONOMIC GROWTH • Growing inequality in society • Violation of civil and political rights • Issues of Equitable development and participatory democracy continue to be areas requiring assistance and support • Changing world order opens new opportunities for new collaborations and strategic choice for civil society actors in India

  4. REDUCTION IN ODA • Significant implications for future funding patternsas well as relevance of civil society in India • Need to channelise resources and capacities of northern civil society to catalyse development trajectories of civil society in India • It can also help you to develop or enhance specific programme and increase focused awareness. • Need to facilitate an enabling environment for the sustainability of CS in India

  5. GLOBAL-LOCAL DISCONNECT • CS actions in global arena and it’s implications on state supported backlash on the domestic CS • Mutual accountability between CS actors in global advocacy and the local grassroot CS organisations • Alliances between local action and global coalition for the voices of civil society heard and protected from the backlash

  6. MECHANISMS TO STRENGTHEN AND SUPPORT • New forms of horizontal and vertical global alliances among CS actors • Need to strengthen mutual accountability • To ensure synergy between CS actors involved in global advocacy and local grassroots CS organisations • Need to develop a CS Act in EU in support of and in solidarity with Indian Civil Society and strengthen trans border coalitions of southern civil society

  7. MONITORING ACTIONS • Need to monitor actions of Indian Government as well as monitor Indian multinationals in the international arena. • CS actors lack network as well as organisational skills to play the monitoring role • Need to provide professional and technical capacity as well as sustained support to play this role

  8. ENGAGEMENT WITH POLITICAL SOCIETY • CS engagement with political societies at the national and international level is weak • Need to explore creative ways for CS to engage with the political society to influence their perspective and agenda’s and find instruments of political actions on an ongoing basis.

  9. NEED FOR RESEARCH • Need for bottom up analysis of CS actors and their contributions. • The diversity of analytical frames, pluralities of methodologies of investigations, and contesting normative and philosophical positioning of civil society. • Need for CS in India for self-reflection, studies, and research. • More engagement with academic centers, researchers and students and explore inherent gaps in capacities of CS to play an effective role.
