European Research Area (ERA) • Un espacio unificado de investigación en Europa abierto al mundo • Basado en el Mercado Único • Libre circulación de investigadores, conocimiento y tecnología 27 sistemas nacionales forman los cimientos de ERA No para integrarse en un solo sistema, sino para ser más abiertos, operativos y conectados

3. Las5 prioridades de ERA: • Sistemas de investigaciónnacional más eficaces • Cooperación y competición transnacionales óptimas • Un mercado de trabajo abierto para los investigadores • Igualdad de género e inclusión del mismo en los programas de investigación • Circulación y transferencia óptimas de conocimiento, incluyendo ERA Digital

4. ERA: la apertura de los sistemas nacionales Medidaspropuestas: • Aumentar la competencia a nivel nacional: • Más fondos nacionales para investigación competitiva (por proyectos) en lugar de estructural (por instituciones) • Definir agendas y estándares de investigación comunes: • Programación conjunta. • Convocatorias comunes. • Peer-review internacional. • Construir, mejorar y acceder a las infraestructuras.

5. ERA: la investigación sin fronteras • Eliminar barreras a la movilidad: • Contratación de investigadores por mérito científico. • Selecciones transparentes y abiertas. • Publicación de las vacantes en EURAXESS , el portal europeo. • Portabilidad de las becas y subvenciones (nacional y transnacional). • Doctorados en innovación (moviliad público-privada) • Eliminar barreras de género • Promover el acceso abierto al conocimiento científico

7. Working togetherEURAXESS Services and Links • The EURAXESS Links Regional Managers act as intermediates between the non-European country and a EURAXESS Service Centre, thus speeding up the provision of information on immigration procedures.

8. EURAXESS LINKS • A global community for European and non-European researchers outside Europe to inform and to network. 9 Regional Managers at local level represent a country/region. • It exists in: • Aim: To keep researchers linked amongst themselves and to Europe, by providing information about research in Europe, European research policies, opportunities for research job & funding, for international collaboration and for trans-national mobility.

EU-LAC Policy Dialogue: Background for the process • VI Madrid Summit (2010) Madrid Action Plan EU-LAC Joint Initiative for Research and Innovation (JIRI) • Framework to implement the EU LAC Knowledge Area • Contribute to sustainable development and social inclusion in priority areas of cooperation related to global societal challenges • Regular bi-regional dialogue: Senior Officials Meetings (SOM) • Road Map to implement the JIRI adopted during the first S&T SOM • INCONETs (EULARINET, ALCUE NET…) + ERANETs and other thematic projects recommended to support the work implemented under the Joint Initiative

EU-LAC Policy Dialogue: Background for the process SOM Brussels (2011): 4 Working Groups (WGs) established: • Bioeconomy including food security (AR + FR) • ICT for meeting societal challenges (CL + FI) • Biodiversity and climate change (CO + ES) • Renewable Energies ( (MX + ES) • + Cross-Cutting on funding and good practice (MX + PT) • WGs defines specific issues and objectives and prepares an implementation plan (Pilot Activities) that will be implemented and reported to the Senior Officials
