Recommendation 1 Scope: • clearly identified in FSTP and all materials.
Recommendation 2 Purpose: • to support learners pursuing vocational pathways • not the only solution for adult foundation skills development.
Recommendation 3 Content: • units, qualifications and Skill Sets • Employability Skills and Core Skills.
Recommendation 4 Content: • vocational preparation and digital literacy.
Recommendation 5 ‘Bank’ of units: • 50 foundation skills units • support vocational qualifications at all AQF levels.
Recommendation 6 Skill Sets: • limited number, if they have industry support.
Recommendation 7 Qualifications: • two Certificate I and one Certificate II • preparatory and enabling pathways into the workforce or vocational training.
Recommendation 8 Qualifications: • based on units that combine Employability Skills and Core Skills.
Recommendation 9 Qualifications: • flexibility to import elective units from accredited courses and vocational qualifications.
Recommendation 10 Qualifications: • proposed structure a basis for development • further stakeholder consultation during development.
Recommendation 11 Companion volume/s: • training package scope and purpose • guidance on contextualising for vocational requirements • recommended delivery approaches • using holistic assessment • accessing advice and expertise.
Recommendation 12 Delivery requirements: • Vocational Graduate Certificate in Adult Language, Literacy and Numeracy Practice, or equivalent • recommended delivery approaches identified in companion volume.
Recommendation 13 Delivery requirements: • ASQA audit guidance for quality assurance of implementation.
Recommendation 14 Professional development: • appropriate approaches for VET workforce professional development.
Recommendation 15 Review: • pilot studies and information gathering mechanisms to inform an early review.
