  5. PWRMS • Pre-positioned War Reserve Material Stocks. • Active NMCB units have a complete TOA assigned to the custody of the NCBs and their Fleet CINCs. TOA for reserve NCF units are managed under the PWRMS program.

  6. PWRMS • Managed and controlled by COMNAVFACENGCOM’S SLC for the program sponsor CNO (N41). • SLC is the technical advisor on all matters relating to NCF TOA and equipment assets.

PWRMS • Additional responsibilities include the following. • Developing and maintaining the TOA standard • Ensuring equipment in the TOA is air-certifiable • Procuring, storing, and maintaining PWRMS for NCF reserve units • Providing and coordinating the planning, programming and budgeting of all TOA and PWRMS

  8. PWRMS • Serving as Logistics Agent for NCF participation in the MPF Program. NCF MPF TOAs are PWRMS. • Implementing centralized CESE and PWRMS management with the specific objectives of. • Ensuring aforementioned material readiness requirements for NCF Units are adequately supported.

PWRMS • Minimizing CESE inventories to reduce overall program cost. • Using PWRMS to support peacetime reserve unit training and CBU shore activity projects • Maximizing program cost effectiveness while satisfying mission requirements. • Active and Reserve NCF unit TOA requirements are primarily met through structured Advanced Base Functional Components.

  11. MPF / MAGTF • Principles of strategy • An MPF operation is a strategic deployment option that uses equipment and supplies pre-positioned aboard forward-deployed ships. These ships are grouped together as a MPSRON of which there are three stationed around the globe

  12. MPF / MAGTF • During a MPF operation, an appropriate sized MAGTF and NSE are airlifted by air mobility command into a host nation’s secure airfield and taken to the arrival and assembly area to join up with their equipment and supplies in preparation for combat operations.

  13. MPF / MAGTF • Support of MAGTF • The combination of maritime pre-positioned equipment/supplies, and airlifted elements associated with a MPSRON provides the MAGTF of 17,300 marines and an 850 person naval support element with sustainment capability for up to 30 days
