  4. 3. What was the purpose of the Land Ordinance of 1785? to provide an orderly method of settling land north of the Ohio River

  5. 4. Why didn’t Congress send troops to protect the settlers in the West? Congress did not have enough money to provide troops.

  6. 5. How did Congress ensure that public schools would be set up in the lands north of the Ohio River? Revenues from the sale of one section of land in every township would be used for the creation of a public school.
