Define Green Purchasing “Environmentally preferable products” – products and services that have a lesser or reduced effect on human health and the environment over the life cycle of the products and services when compared with competing products or services that serve the same purpose. This comparison applies to the acquisition of raw materials, manufacturing, packaging, distribution, use, reuse, operation, maintenance, and end-of-life management.

    7. Define Green Purchasing Environmental performance considerations include the use of renewable resources, improved energy and water efficiency, the reduction of air contaminants and greenhouse gas emissions, waste reduction, increased reuse and recycling, and the reduction of hazardous waste and toxic pollutants.

    8. Define Green Purchasing “Green building” means a whole-system approach to the design, construction and operation of buildings that help lessen the environmental, economic and social impacts of construction, demolition and renovation. Green building practices such as those described in the Leadership in Energy and Environmental Design (LEED) Rating System recognize the relationship between natural and built environments and seeks to minimize the use of energy, water and other natural resources.

    9. Define Green Purchasing “Life-cycle analysis” means the study of the costs associated with a product throughout its life cycle – from acquisition to its end-of-life management.

    10. Define Green Purchasing “Recycled-content products” means products that are made from materials that otherwise would have been discarded.

The Policy As part of an ongoing commitment to protect and preserve the environment and the quality of life for South Carolinians, South Carolina state government, through its policy, seeks to reduce the environmental impacts of its operations, and promote environmental stewardship by integrating environmental performance considerations into its procurement process.
