Methodology/Key Components and Activities • Setting up the data system • Pre-testing of the tools and test-run of the database • Installation of the IMPACTS and institutional/BARBD mechanisms • Conduct of orientation for BARBD staff; • Preparation of memo-directive for roll-out; • Implementation • Designing stage • Define what will be measured • Classifying lagging and leading indicators • Exit-sustainability stage • Project assessment • Way forward Department of Agrarian Reform Bureau of Agrarian Reform Beneficiaries Development

Design, implement M&E of each portfolio and install an integrated RB-M&E using all the identified performance indicators of the Bureau Design, pilot, propose concept notes for research & development partnerships; dovetail the M&E indicators for Impact Evaluations and submit to Policy Guidance agencies; start building the benchmark data on new portfolios, e.g., ARCCESS, as an initiative for implementing Randomized Controlled Trials portfolios beginning 2012. • INPUTS • [Learning & Growth: People, Knowledge] Skilled Personnel, Budget, Public-Private Partnerships, Alliances, Consultants, BDS providers across different portfolios.
