  2. Where do we want to be? (Business Objectives) • - COD Objective that strongly needs ICT Support: • |Section 3b: “…Knowledge Management (KM) can be defined as ‘a collection of activities, processes and policies, which enable organizations to apply knowledge to improve effectiveness, innovation and quality. It is quintessential to turn personal knowledge into corporate knowledge, and corporate knowledge into individual capacity….” • Common services objectives that require ICT Support: • Efficiently support the delivery of the country based programme activities • Facilitate cost savings and avoided cost for UN Agencies • Reduce transaction costs for governments, partners and sub-contractors • Increase harmonization and coherence between the different UN entities and between the UN System and the external environment • Common Services are intended to replace, where possible, duplicated services across agencies. (Assessment) Achievements • Mailing lists to facilitate working groups coordination • unict.rw@undp.org: for UN ICT working group members • unomt.rw@undp.org: for the UN Operations chiefs • unfin.rw@unicef.org: for the finance working group • unpro.rw@unicef.org: for the procurement working group • unadm.rw@rw.afro.who.int: for the admin working group • unhr.rw@rw.afro.who.int: for the HR working group • Hoa.rw@undp.org: for head of agencies • Uncommunication.rw@undp.org: for comm. group • Global mailing for all UN Rwanda staff:Un.rw.staff@undp.org. This global mailing contains each agency all staff email address (undp.rw.staff@undp.org, unicef.rw.staff@unicef.org, who.rw.staff@rw.afro.who.int, unfpa.rw.staff@unfpa.org, fao.rw.staff@fao.org, wfp.rw.staff@wfp.org, unhcr.rw.staff@unhcr.org) that is maintained by each agency and automatically update the global one UNCT Meeting, 08 October 2009 (Gilbert NANEMA)

  5. How do we get where we want to be ? (Improvement) • Two main options: • In the actual situation where UN offices are scattered within Kigali, improve Connectivity for existing (agencies specific ERP, Email, Intranet, Internet) and new online services (common intranet and collaboration tools) instead of building heavy and expensive agencies interconnection infrastructure. This is a cost effective option that is in line with current ICT strength (Cloud computing). • When UN House is effective, build common IT Network infrastructure while still keeping most services online (web based). This option will require high investment that is inherent to office relocation but with an advantage being that doing things in common will cost less then doing them per agency UN Reform in Rwanda: Presentation at ESAR ICT Meeting 25 – 26 May 2009
