What is the National Register? The nation’s inventory of properties deemed worthy of preservation because of their significance in American history, architecture, archeology, engineering, and culture.
Recognize architecturally, archeologically, or historically important properties Encourage preservation by documenting significance Provide information for planning purposes The National Register Does…. • Promote community development, tourism, economic development • Facilitate review of federally funded projects • Provide eligibility for tax incentives and federal grants when available
The National Register Does Not…. • Interfere with a private owner’s right to alter, manage, or dispose of a property • Require that properties be maintained, repaired or restored • Invoke special zoning ordinances • Allow listing of individual private property over an owner's objection • Allow listing of historic districts over a majority of property owners' objections • Require public access to private property
Why a National Register District? • May include buildings not eligible on their own • Contributing buildings within a district are eligible for tax incentives • One nomination process for multiple buildings
Is there a district in Auburn? • Yes! • Architectural and historical significance • Potentially extends south to include historic Calvert area K St to H St, south of Park to 13th St. Boundary recommendation from 2004 survey

Certified Local Government (CLG) • Federal program administered by the NeSHPO • The goal of the program: • increase local preservation activities • link local governments with a national preservation network • 6 CLG communities in Nebraska: Lincoln, North Platte, Omaha, Plattsmouth, Red Cloud, Sidney
CLG Benefits • Grants • Access to a local, state, and federal preservation network • Ability to monitor and preserve structures – local landmark • Preservation tax incentives for local landmark districts • Tool for planning, zoning and land use issues • Mechanism to promote pride in and understanding of a community's history
CLG Grants • Matching funds: 60% federal, 40% local • Match may be in-kind or cash • Reimbursement • Deadline early April each year • Only available to CLG communities • Approximately $90,000 awarded each year • At least 10% of NeSHPO’s federal grant
CLG Grants Cont. • Eligible projects: • National Register and local landmark nominations • Walking tour guides/programs • Survey, inventory, GIS, website • Planning, promotions, workshops, conferences • Etc. • Ineligible Projects: • Rehabilitation, reconstruction, new construction, relocation, acquisition – No Construction • Landscaping, lighting, banners • Fundraising, endowments
CLG Requirements • Historic preservation ordinance • Preservation commission (5 members) • Survey and inventory • Public education and participation • Access to staff
Certification Process • Create an ordinance • Approve the ordinance • Form Historic Preservation Commission • Follow CLG requirements to remain certified and eligible for grant funding
