Heavy freight too. • Transcends counties and regions ..... • Opens up new journey opportunities • Every other re-opening has exceeded expectations • Sustainable, low carbon transport • Improves attractiveness of public transport • Low level freight route avoiding Manchester • BCR conservative @ 2.4 * • Modal shift eases pressure on roads • Physically possible Pennine Lancashire: Much in need of regeneration. As are its train services.
