  3. Deficit Reduction Leave (DRL) • Is available for use September 15, 2011. • Full-time employees are credited with 5 days of DRL. • Part-time employees are credited with 5 prorated days of DRL, base on their percentage.

  4. Using DRL • All DRL Credits must be used before April 1, 2012. • If employees do not use all of their credis they will be forfeited. • For the year 2012 only, the vacation credit balance of an employee may not exceed 45 days on April 1, 2012.

  5. Using DRL • Supervisor approval is required for use of DRL. • DRL may not be used to cover unscheduled absences, such as employees calling in without prior approval. • DRL may be requested in quarter-hour increments.

  6. Separation from State Service • Employees who leave the state during this period will forfeit all unused DRL credits. • If DRL credits have been used before deductions were made from the employees paycheck, the state will recoup monies owed. • If transferring to another state agency in a CSEA position, DRL credits will transfer.

  7. Hourly Employees • Hourly employees will be given DRL based on anticipated hours worked and length of appointment.

  8. Other • A day of DRL used for FMLA will count against the employee’s 12 week entitlement. • New employees who start during this period will have their DRL credits prorated accordingly.

  9. Attendance Record • New monthly record to complete beginningSeptember 1, 2011. • DRL Column has been added to track balances.

  10. Option Transfer Period • Health insurance rates will increased October 1, 2011. • Special Option Transfer Period during the month of September.

Background • Pursuant to Section 7 of Part A of Chapter 491 of the Laws of 2011 and the Division of the Budget Bulletin B-1193 issued August 19, 2011. • Established to reduce the compensation of any employee by 3.333% within the purview of the agreement between the State of New York and the Civil Service Employees Association. • The 2012-2013 plan will be communicated at a later date.

  14. Effective Date(s) • The 2011-2012 CSEA Deficit Reduction Plan (DRP) will commence Pay Period 11. • Check date September 14, 2011. • Continues through Pay Period 25. • Check date March 28, 2012.

  15. Setup & Processing • Employees in an eligible bargaining unit on the pay period end date of August 31, 2011. • Automatically set up by the Office of the State Comptroller. • D1C: Def Red 1112 code is located on the earnings section of the paystub. Figure 1: Earnings

  16. Office of Human Resources • Payroll team will set up newly eligible employees and those who did not meet the automatic set up criteria.
