  3. General (1) Legal basis • Monitoring Mechanism (Article 6): annual assessmentof actual and projected progress of EC and MS towards fulfilling their GHGcommitments • Guidelines: evaluation of actual progress • at EC and MS level • at sector level • use of indicators

  4. General (2) Purpose • actual progress assessment under MM • update of EEA Topic Report No 6/2000 • focus on non-CO2 GHG emissions • more policy orientation by identifying relevant indicators

General (3) Approach • Identify consistent and comparable indicators based on primary data of MS (CRF) and Eurostat • Assess progress by calculating distance-to-target indicators • Assess trends of main driving forces • Assess trends at sectoral level • Identify promising trends of MS (step towards policy effectiveness assessment)
