History • March 9, 2005 – RMS directed the PWG to develop a recommendation for an action plan of how to move forward with the implementation of PRR 479 – IDR Optional Removal • March 21, 2005 – Informal PWG Meeting to begin discussions around process for IDR Optional removals and identify outstanding issues for resolution • March 23, 2005 – PWG Meeting; developed recommendation that an RMS Task Force be created to continue the discussion of Market Participants and write necessary language for Retail Market Guides and/or PRR • April 12, 2005 – RMS Meeting where IDR Optional Removal Task Force was created • May 9, 2005 – First meeting of the Task Force
Report from May 9th Meeting • Agreed to high level process for requests to remove IDR meters pursuant to Protocols Section 18.6.7 • Identified revisions to Protocols necessary to clarify the intent and eliminate potential for conflicts with Protocols Section 18.6.1 • Discussed the need to develop a process for the IDR Mandatory Installation Threshold to be included in the Retail Market Guide due to varying interpretations of Load Profiling Guide Section 17.2
Next Steps • Task Force will draft an RMGRR for the agreed upon process on optional IDR removals. • Task Force will draft an associated PRR for Section 18.6.7 to clarify intent and eliminate conflict with Section 18.6.1 (2). • Recommendation that RMS should expand the scope of this Task Force to also include development of an RMGRR to address the process for IDR Mandatory Installations, including the lowering of the mandatory threshold to 700 kW
