PERS-4013 Mission • Perform the enlisted placement function for all E3 through E9 personnel and reviewing and approving proposed orders to their next assignment. Function is performed by placing requisitions on CMS/ID and reviewing orders that do not meet order edits. • Assignment of LIMDU and 0055/0054 (Pregnant from Sea-duty). • Take management action in conjunction with the appropriate Type Commander to attain Manning Control Authority (USFF) desired level of personnel readiness for surge and deployment. • Provide solutions on manning issues to the Major Manpower Claimant, Type Commander, and MCA’s. • Help improve the accuracy of command personnel data base (EDVR). • Tools used: PERSMARS, EDVR/NEC/DNEC Scrubs. 3
CMS-ID ChangesNAVADMIN 226/12 Based on fleet feedback regarding manning deficiencies and FIT/FILL, the order negotiation process using CMS/ID has changed to provide greater predictability in future manning and reduce shore notice manning actions including cross decks and diverts. • Removed “Red Zone” requisitions. • Modified the number of requisitions displayed to advertise priority fill billets only. • Changed green zone requisitions to “mandatory fills”. • Sailors may be assigned to a job without application at anytime during their negotiation window.
5 Career Management System – Interactive Detailing (CMS/ID) • PERS-4013 sets CMS/ID based on business rules, Fleet balance, requisition priority, and MCA directions. • CMS/ID is set following a ratio of rollers to requisitions (not all command vacancies are advertised in CMS/ID) • PERS 4013 control of CMS/ID keeps the assignment function unbiased. • GreenReqs: MCA prioritized requisitions (for Sailor applications, all filled each cycle). • BlueReqs: Reqs not advertised via CMS/ID, used for some ratings, commands, special cases, and “A” school grads. Must be approved by PERS-4013.

10 Important take-aways • Challenges: • Skill set of Sailors in window may not match skills needed for priority requirements. (not currently optimized for Fit or cost) • A subset of Sailor selections are made without use of CMS/ID. • Ex: Sailors without internet access, special cases (HUMS, EFM, Dual military…) • Distributable inventory of Sailors is usually less than total number of vacant requirements. • Many billets are not advertised on CMS/ID due to policy. • Ex: SPECWAR, Recruiting, RDC... • Business rules change as needed to support fleet readiness. • Balance CONUS and FDNF priorities. • Roller – requisition ratio (% based on months in negotiation window). • Months to PRD: 9/25%, 8/40%, 7 or less/90%

Limited Directed DetailingNAVADMIN 227/12 • In order to meet the near-term critical manning needs of the Fleet, the Navy will curtail shore duty for select Sailors that have the required skills needed at sea. • Completed a minimum of 24 months on shore duty at time of PCS transfer. • No shore commands or specific jobs are exempt from Limited Directed Detailing. • However, the following should be used as a last resort only: • RDCs, Attaché billets, Recruiters, Instructors, Camp David, State Department, SPECWAR/SPECOPS Commands, and ATGs • High Year Tenure (HYT) waivers for the purpose of completing deployments will be approved on a case by case basis through the Enlisted Community Managers (ECM’s) and PRD will be set to the Prescribed Sea Tour based on the Sailor’s Sea Shore flow requirement.
Limited Directed DetailingProcess • Placement will identify UIC’s needing filled by 10 August. • Candidate list will be identified by 15 August. • Eligibility will be Sailors on shore duty in the applicable rating/paygrade with >21 months on shore duty and SEAOS ≥ JAN14. • Additionally, it will include Sailors with SEAOS <JAN14 but >JUL13 with an EDLN due to HYT. • All candidates must be able to complete at least a full deployment or serve for a minimum of 12 months on sea duty to be eligible for a directed assignment. • Detailers will contact, screen and notify selected Sailors prior to 28 August and release orders NLT 31 August. • Sailors will be financially compensated at the amount of $1450 for each month curtailed via a lump sum payment at the time orders are released. • Any Sailor that doesn’t screen for sea duty or doesn’t serve for the minimum tour (end of deployment or 1 year from arrival) may have their fiscal compensation recouped.
Chief Petty Officer Early Return to SeaNAVADMIN 230/10 • The CPO Early Return to Sea Program focuses on the longer term and is intended to remain in place as a means of maintaining the required level of critical Senior Leadership at Sea. • Applies to Senior Enlisted Leaders (E7-E9) Sailors in all ratings. • Involuntary curtailment of shore duty will only be used when there are no available CPO’s in the PRD window and there are no excess personnel on Sea duty within the geographic area who can be reassigned. • Only Sailors who have completed at least 24 months of shore duty at the time of transfer will be considered for early return to sea.
Chief Petty Officer Early Return to SeaNAVADMIN 230-10 • Candidates will be selected based on various factors which include: • Length of time on Shore Duty • Recent Advancement • Fleet experience • NEC/Skills held • Type of previous sea duty • Remaining obliserv • Impact on the shore duty commands mission will be evaluated. • E8/9 Sailors may be chosen to fill vacant E7/8/9 billets and E7 Sailors may be chosen to fill vacant E7/8 billets. • Requests to transfer to the Fleet Reserve, submitted subsequent to selection for early return to sea by CPO’s with more than one year of contract time remaining may be disapproved. • High Year Tenure (HYT) waiver requests for CPO’s chosen for early return to sea will receive favorable consideration.
