  7. Why not a Major Development Area? (1) • Traffic, pollution noise, all concentrated • MDA does not cater for existing communities, it builds new ones • takes generations to happen • ‘Self Fulfilling prophecy’ • will attract even more allocations to Basingstoke

  8. Why not aMajor development Area? (2) • No services until ‘critical mass’ achieved • schools, public transport, amenities all FOLLOW housing • Too many unanswered questions • new sewerage works? • Loss of high grade agricultural land • 1996 Council report confirms

  9. Why not aMajor Development Area? (3) • Government guidance says ‘brownfield first, greenfield last • Don’t need to sacrifice our green fields to achieve our numbers

  10. What next? • Want Council to think again • Councillors misled over numbers when they made the decision • Call it back in • Important Council considers alternative, especially as it co-owns the Manydown site • If Council won’t think again • SMG present alternative plan to public enquiry

  11. 4,400 homes 2011 to 2016 • Save Manydown Group not arguing with this • It’s higher than Basingstoke’s ‘natural’ growth rate • 70% is ‘natural’ (source Tony Curtis, BADBC) • But pressure from national Government is high: futile to fight this

  12. 4,400 homes 2011 to 2016 • Rather than say ‘No’, we have shown a better way • Council saying ‘Major Development Area’ (MDA) is right answer • Save Manydown Group says: you can achieve 4,400 homes without declaring an MDA or using one extra green field

  13. Basingstoke doing its share • We are taking 4,400 homes 2011 - 2016 • ‘Organic growth’ is 3,080 • So 1,320 are ‘Other Boroughs’ housing’ • an increase of 42% • If Government asks for more, the message is ‘we have done our bit’

  14. Government talking about STRATEGIC development areas • Look at other brownfield options: • Bordon Army camp • Aldershot army camp • CPRE suggests looking at MoD sites

  15. Government talking about STRATEGIC development areas • Housing without jobs turns Basingstoke into a dormitory town • Huge pressure on road and rail transport • OR rising unemployment and the social pressures that go with that • WILL DESTROY BASINGSTOKE’S CHARACTER AND PROSPERITY
