  3. Targeted Site Investigation (TSI) Program • Funded from California’s State Response Program Grant ($550k per year from $1.5 million) • Goal to facilitate redevelopment by providing information that impacts decisions on property acquisition &/or reuse strategy

  4. TSI Program • Managed by DTSC with assistance from the State Water Resources Control Board (SWRCB) & Regional Water Quality Control Boards (RWQCBs) • Available to local governmental agencies, school districts, redevelopment agencies, other public agencies, non-profit organizations

  5. TSI Program • No cost to applicant • Uses DTSC contractor to provide investigative services • Site should be owned by public agency or non-profit, within redevelopment planning area & eligible entity would like to redevelop or reuse • Site access required to perform fieldwork

  6. TSI Program • Sites not eligible: ongoing or planned EPA-directed removal action, proposed or listed on National Priority List (NPL), federally-owned, under enforcement action or subject to RCRA corrective action • Maximum of $200,000 per site • Generally $50,000 to $100,000 per site

TSI Program • Competitive process • Application package expected to be available in late July • Applications will be accepted starting in August • Approval/rejection in October for those received by September 30; in January for those received by December 31; April for those received by March 31

Revolving Loan Fund (RLF) • DTSC, City of Los Angeles & San Francisco Redevelopment Agency formed the California Urban & Rural Brownfields Coalition (CURB); DTSC managing partner • Awarded $3 million EPA RLF grant in August 2006 • Covers cleanups only, not site assessments • Properties may be in rural or urban areas

  9. RLF • $2.5 million for hazardous substances • $0.5 million for petroleum • Must revolve at least 60%; may subgrant up to 40% • Loan rates will be below market rate • Applicants may be public entities, non-profits or private parties • Target starting date: December 2007

Other State Funding Sources • Petroleum Underground Storage Tank Cleanup Fund - Administered by SWRCB - Funded by per gallon UST storage fee - Provides reimbursement of corrective action & third-party liability costs resulting from a leaking petroleum UST - Only costs incurred after 1/1/88 eligible - For more information, go to “Water Quality” at www.waterboards.ca.gov

Voluntary Cleanup Program (VCP) • Created administratively in 1993 • Allows DTSC to provide oversight to motivated parties to assess and/or cleanup lower priority sites • Applicant does not admit to legal liability for cleanup at a site • Uses a contract-like Voluntary Cleanup Agreement (VCA) to define the scope of work and estimate DTSC oversight costs

VCP • Applicants may include, but not limited to property owners with known or suspected hazardous substance contamination, other state or local agencies, real estate developers or others involved with proposed changes in land use or ownership • All sites eligible except: State Superfund, National Priority List (NPL), federal facilities owned by DOD or DOE

  18. EnviroStor • New Site Mitgation and Brownfields Reuse Program database • Online search and Geographic Information System tool for identifying sites with known contamination or with reasons for further investigation • May search by site name, address, city, county or EnviroStor ID number

Land Use Restrictions • Land use or deed-restricted sites are properties where DTSC has placed limits or requirements on future use of the property due to varying levels of cleanup possible, practical or necessary at the site • Accessible online via the DTSC website: www.dtsc.ca.gov See “Land Use Restrictions” under “Site Databases”

California Human Health Screening Levels (CHHSLs) • Concentrations of 54 hazardous chemicals in soil or soil gas that Cal/EPA considers to be below thresholds of concern for risks to human health • For more information, go to the Cal/EPA website: www.calepa.ca.gov See the “CHHSL” link or go to the Office of Environmental Health Hazard Assessment (OEHHA) website: www.oehha.ca.gov
