BARRIERS IN THE DEVELOPMENT OF HYDEL POTETNIAL IN PAKISTAN • Limited financial resources both for project studies and implementation. • Long term investment returns starts coming after long time. • Long investigations and gestation period of hydropower projects. • Remote location of promising potential sites and dilapidated infrastructure. • Lack of trained manpower. • Non availability of local manufacturing facility for electro-mechanical equipments. • Lack of experienced local construction companies for medium to large size HPPs. • Less response from private investors in implementing hydropower projects. • Security situation.

RECOMMENDED MITIGATIONS • Funds may be arranged/allocated on priority basis for the planningand development of indigenous resources. • Priority needs to be given for Construction of Mega hydropower projects. • All identified potential sites be studied to feasibility level and implementation may be scheduled on Long term basis. • Sufficient manpower be got trained with short term courses and on job training. • Infra-structure in potential project areas be improved. • Local manufacturing be encouraged with transfer of technology. • Projects with PPIB may be implemented with Public-Private Partnership. • Security of potential areas be improved.

Project is about 114 Km from Islamabad. • SALIENT FEATURES • Installed Capacity (MW) 969 MW, 4 Units @ 242 MW each • Annual Energy 5.150 Billion units • Diversion Dam 47 meters, concrete gravity • Average Head 420 Meters • Turbine Francis type • Design Discharge 280 Cumecs • Tunneling Two; dia; 7.3 meter- 15 Km • (Total 47 Km) One; dia; 9.6 meter - 17 Km. • Implementation period 8 Years • Commencement January 30, 2008 • Date`of Completion December 2015 • Project Cost (Rs) 130 billion (including FEC 46.499 billion) • Contractor Chinese Consortium of China Gezhouba Group Company & China Machinery Export Corporation. • EIRR 26.00 % • Consultants Neelum Jhelum Consulants (NJC) Joint Venture, Lead firm MWH (USA) started services on June 03, 2008. • STATUS • Consultants/ Contractor mobilized. • Contractor’s Camps at site established. • Preparatory works completed, main works have also been started.

AKHORI DAM PROJECT LOCATION Akhori Dam site is located near Akhori Village across Nandna Kas, a small tributary of Haro River in Attock District of Punjab, Akhori Reservoir is an off-channel storage, which will draw water from Siran Pocket of Tarbela Reservoir through conveyance channel. SALIENT FEATURES • Main Dam • Dam Type Earth & Rock fill • Height 400 feet • Gross Storage 7.6 MAF • Live Storage 6.00 MAF • Installed Capacity 600 MW (2155 GWh/Annum) PRESENT STATUS • Feasibility Study Report completed on Jan. 26, 2006. • PC-II for Detailed Engineering Design and Tender Documents of the Project amounting to Rs. 818.00 Million submitted on June 23, 2006 for approval of ECNEC. • PC-I for land acquisition and resettlement of Affectees under approval of ECNEC. • Pre-qualification of consultants for detailed engineering design completed. • RFP for inviting financial and technical proposals of Consultants for detailed engineering design in progress.

GOLEN GOL HYDROPOWER PROJECT • LOCATION • The project is located on Golen Gol River, a tributary of Mastuj River and is 25 km from Chitral along Chitral-Gilgit Road in NWFP. • PC-I APPROVED COST • PC-I approved by ECNEC on 02.09.02 for Rs.7035.128 million (US$ 117 million) with FEC of Rs.2638.12 million (US$ 44 million).   40. KOHALA HYDROPOWER PROJECT • LOCATION • The Project is located in Muzzafarabad District, Azad Jammu & Kashmir. The dam site is proposed just upstream of Domel on Jhelum River (Upper Limb) near siran, 174 km from Islamabad and powerhouse is located at 7 km upstream from Kohala Bridge on lower Limb of Jhelum River Barsala. • PC II APPROVED COST • PC-II Proforma approved by ECNEC on 24.8.2006 for Rs. 545.732 Million including F.E of Rs 209.199 million for preparation of Feasibility, Detail design & Tender Documents. • SALIENT FEATURES • Installed Capacity 1100 MW • Gross Head 316 m • Design Discharge 425 m3/sec • Annual Energy 5457 GWh • Type of Dam RCC • Height of Dam 52 m • Study Period 24 months • Project construction Cost 3032.493 mill US$ • Construction period 6 Years • EIRR 20.00 %

KOHALA HYDROPOWER PROJECT STATUS Consultancy Contract Agreement signed on 26.06.2007 at cost of Rs.312.467 million for preparation of Feasibility Study, Detailed Engineering Design & Tender Documents with a Joint Venture of: M/s. SMEC International Australia. M/s. Sogreah, France. M/s. Scot Wilson, UK. M/s. Mirza Asociates Engineering Services Pakistan. M/s. Engineering General Consultant, Pakistan. Final Feasibility report received from Consultants after incorporation of comments from Wapda formations.

  42. KOHALA HYDROPOWER PROJECT During the visit of President of Pakistan to China from 14th to 17th October 2008, a MOU was signed with M/s. CWE to implement the project under EPC –Turnkey or BOOT basis with preferential supplier credit through Chinese Bank by the Contractor. Copy of draft Feasibility Report and other details of the project were provided to M/s. CWE on 19.11.2008. Decisions of Ministry of Water & Power dated: 17-02-09: i) WAPDA will hand over feasibility study alongwith supporting data to CWE Ii) CWE will review/check and may request for furtherdata if required Iii) The existing consultants may continue till the stage of Detailed Engineering Design. Feasibility report alongwith supporting data suppliedto CWE and a visit was conducted by CWE, PPIB & WAPDA Detailed Engineering design and Preparation of Tender Documents will be completed by August, 2009.

DASU HYDROPOWER PROJECT • PRESENT STATUS • PC-II Proforma approved by ECNEC on September 29, 2003 for Rs. 796.87 million with FEC Rs.100.00 million. • A Joint Venture of the following 2-Foreign & 2 Local firms signed agreement on 15.02.2006 for Consultancy Cost of Rs.343.861 million: • M/s. NESPAK • M/s. ACE • M/s. Colenco • M/s. MWH • The Feasibility Study has been completed on 28th February, 2009. • Prequalification of Consultants for preparation of Detailed Engineering Design and Tender Documents completed. • RFP issued to pre-qualified Firms for Detailed Design and Tender Documents for submission by 08.09.2009.

  45. BUNJI HYDROPOWER PROJECT LOCATION The project is located on Indus River near Gilgit. Power House and Dam sites are 560 km & 610 km, respectively from Islamabad. BUNJI HYDROPOWER PROJECT • PRESENT STATUS • Hydro Planning Organization in association with short term consultants has • finalized a Pre-Feasibility report in March 2005. • ECNEC approved the PC-II for carrying out feasibility study and detailed design on 14.12.2005 for Rs.832.716 million inclusive of FEC of Rs.232.733 million. • Consultancy Contract Agreement signed on 25.4.2007 for Feasibility study, Detailed Engineering design and preparation of tender document with a Joint • Venter of the following Consultancy firms: • M/s Mott MacDonald Ltd (Lead Partner) • M/s Sogreah Consultants SAS • M/s Nippon Koei Co. Ltd. • M/s MM Pakistan (Pvt) Ltd • M/s DMC • The Inception Report comprising of 2 volumes was submitted by Consultants on August 10, 2007. • Survey and field investigations through core drilling, geological mapping, geophysical survey and hydrologic survey in progress. • Draft Feasibility report has been submitted by the Consultants on 31.03.2009 and circulated for comments. • Detailed design and Tender Documents are scheduled to be completed in August 2010.

  47. PHANDAR HYDROPOWER PROJECT LOCATION The project area is located on the right side of Ghizar River in Ghizar District of Northern Areas. 160 km north-west of Gilgit town and 772 km north of Islamabad. PC – II CDWP approved PC-II for preparation of Detailed Engineering Design and Tender Documents on 30.04.2007 for Rs. 120 million. SALIENT FEATURES Installed Capacity 80 MW Gross Head 237 m Design Discharge 40 m3/sec Mean Annual Energy 350 Million KWh No. of Units 4 Pelton (Vertical) Project Cost 70 mill US$

  48. PHANDAR HYDROPOWER PROJECT STATUS Feasibility Study was completed by HEPO, WAPDA with GTZ in 2003. PC-II for Detail Engineering Design and preparation of Tender Documents approved by CDWP in April 2007 for Rs. 120.0 million. Evaluation of Technical proposals by pre-qualified Firms for Detailed Engineering Design and Tender Documents in progress. Study will be completed in 18 months after engagement of Consultants.

  49. LOWER PALAS VALLEY HYDROPOWER PROJECT LOCATION Palas Valley Hydropower Project is located on the left bank tributary of Indus River in Kohistan District, NWFP. The confluence of Chor nullah (Palas Valley) is located 12 km upstream of Patan town and 335 km from Islamabad.
