FEMA Region X Homeland Security Exercise and Evaluation Program (HEEP) Course (L-146) HSEEP Train-the-Trainer (L-147) Sponsored by the Federal Emergency Management Agency, U.S. Department of Homeland Security • Course Announcement (tentative, pending approval): • FEMA Region X is pleased to announce the delivery of a Homeland Security Exercise and Evaluation Program (HSEEP) Mobile Training Course (MTC) (Course #L-146) and HSEEP Train-the-Trainer (Course #L-147) to Seattle, WA on December 15th, 2008 and Portland, OR on February 23rd, 2009 for Regional Federal and State partners. These courses are focused on expanding federal agencies knowledge of HSEEP, however, there will be 10 open seats for regional State agencies in each class. If the other seats in the class are not filled by Federal agencies, these too will become available. FEMA Region X will maintain a waiting list for the states on a first come basis. The HSEEP MTC (L-146) is 3 days long and the Train-the-Trainer (L-147) is 1 day (at the end of the HSEEP MTC). Combined together, they are 4 days long. It is recommended that prospective students sign up for and take both classes (MTC and Train-the-Trainer). • Course Details: • The Mobile Training Course is an intermediate-level training course incorporating exercise guidance and best practices from the HSEEP Volumes. It is an interactive course allowing participants to share personal lessons learned and best practices while gaining practical experience. In addition to the instructor-led course presentations, the course includes small group activities, videos, group discussions, and introductions to HSEEP and related initiatives such as supporting technology (e.g. HSEEP Toolkit) and capabilities-based planning (e.g., Universal Task List and Target Capabilities List). Activities include creating exercise documentation, conducting planning conferences and briefings, and practicing exercise evaluation. This approach provides participants with hands-on experience that translates to real-world exercise responsibilities. The Standard Course is organized into seven modules over 3 days; each module consists of a series of lessons. The Train-the-Trainer session is a 1 day module which extends the total course to 4 days and it will train students how to teach the course to others. • Who can participate? • Individuals involved in exercise programs and/or exercise design, development, conduct, control, evaluation, and improvement planning. The audience includes regional Federal and State partners. Those expected to teach the course to others within your agency/jurisdiction should take the course and the Train-the-Trainer course. • Course highlights and prerequisites: • Course tuition is FREE to those accepted. Travel costs are the responsibility of the student’s agency.
