  3. History Original IPPC adopted in 1951 Revised in 1979 • FAO centric • did not work Revised again in 1997 • establishment of the IPPC Secretariat • establishment of standard-setting for plant health • ensure consistency with WTO-SPS Agreement principles • NPPO centric

  4. What we do International framework for protection of plants from pests Standard setting organization Facilitates exchange of phytosanitary information related to import and export / movement of plants and plant products Coordinate and facilitate national capacity development

  5. Process • Informal working group • Working group 2002 • CPM-3 took many decisions • formalized information exchange • agreed processes • facilitate by building the IPPC website for this purpose

Role of NPPO To protect national plant resources from the risks associated with pests of plants • food security: protect crops to ensure an abundant, high-quality, and varied food supply • international trade: strengthen the marketability of agriculture in international commerce by meeting import requirements, including pest risk analysis • environmental protection: preserve natural ecosystems and plant resources, including agriculture IPPC Strategic Framework Supported / facilitated by Secretariat and RPPOs

Reporting Obligations • Agreed when become contracting parties • NPPOs • Secretariat • RPPOs • Minimal information required for the transboundary movement of plants and plant products • SAFE trade or movement of plants, plant products, conveyances or beneficial organisms • Objectives are to protect: • Food security • Environment, agricultural ecosystems • Market access

  10. Reporting Obligations • Same rules for all • Consistency • Timeliness • Accuracy • Completeness • Cannot be selective on which obligations to meet • Internal information exchange system • Linked to WTO notification system • Consistency in reporting

Reporting Obligations IPPC Official Contact Point • single contact point, preferably in Ministry of Agriculture Description of the National Plant Protection Organization • What is the structure of the NPPO? Points of entry • Which ports are able to process the import of plants and plant products
