  2. How was the Rated System Path ATC Calculation Methodology Standard (MOD-029) Developed? • ANS – It was modeled after the WECC Path Rating Process.

  3. What do the NERC ATC Standards require for the Rated System Path Methodology? • Power flow model requirements– R1 • Power flow simulation for all “ATC Paths – R2.1 • “Existing Ratings” respected – R2.7 • Check for simultaneous interaction – R2.4 & R2.5 • Study report for every TTC study – R2.8 • Equations for calculation of ETC & ATC – R5 – R8 • Limitation on CBM & TRM – MOD-004, -008 • Documentation on ATC, CBM & TRM calculations “Implementation Document”

  4. What do the NERC STC Standards apply to? • All “ATC Paths” which are “any combination of Point of Receipt and Point of Delivery for which ATC is calculated; or any Posted Path.” • Only apply out to 13 months in the future – MOD-001 R2.

  5. What did the FERC NOPR address? • Approval of the NERC ATC Standards with certain exceptions and clarifications- • NERC to audit TP’s ATCID, CBMID & TRMID within 180 days of effective date of standards – Par 80-101 • Implementation Documents available to all transmission customers – Par 103-105 • Elimination of “Grandfathering” requirement R2.7 – Par 112-115 • More specificity regarding calculation of NITS Existing Transmission Commitments – Par 116-120 • Extend the standards into the planning horizon via FAC-012, -013 – Par 135-138 • Other “tweeks” regarding CBM, double counting, VSL’s & VRF’s, & definitions

  6. Questons/Problems the ATC Standards generate • Contractual issues if ATC after restudy is less than existing committments • Curtailment issues if simultaneous interaction discovered between paths with “Existing” ratings • Confidence issues if limiting element for one path rating is dependent on rating of another path that hasn’t been re-studied.
