Chap 6 What is the "general population" and what is "Super Max” (lockup)? Gen pop 90% + Lockup 5% + Lockup is long term isolation - “administrative segregation”
Chap 6 3 key aspects of discussion of lockup: • Disciplinary - temporary • Protective custody - relaxed • Trend: from section within prison to separate “maxi maxi” prisons (like Pelican Bay in Calif)
Chap 6 History of lockup: Before WW2 - short term disciplinary and long term punitive Very cruel and no due process - “assigned”
Chap 6 After WW2 Liberal reforms (indeterminate sentencing used as lure and threat - “behavior modification”) Led to expansion of lockup! “Adjustment Centers” old solitary physically cruel, “adjustment centers” psychologically cruel “A Clockwork Orange”
Chap 6 What were early maxis like? “Adj Centers” not intended/designed to be punitive and cruel - just the opposite! Designed for rehab! What went wrong? Think about the Zimbardo experiment!
Chap 6 Quickly led to conflict and turmoil: • Racial, Gangs, and Guards • Violence - brutality and riots • By 1980s - many prisons out of control
Chap 6 What are the new maxis like? Maxis have a long history of failure e.g., Alcatraz and Marion (Federal) With binge in 1980s, maxis spread to states By 1990s, new technology to isolate totally
Chap 6 Stopped much of the violence Whole focus is on security No attention to impact on prisoners Very destructive!
Chap 6 What is the Texas system like? (report by James Austin) Response to 1980s violence STGs (security threat groups) isolated targets 10 gangs, mostly Hispanic Group A - aggressive Group B - non-agressive
Chap 6 Texas maxi system Increasing sentences & long term lockup Then release, often no parole (“dumped”) MI, violence, recidivism
Chap 6 What is a "self-fulfilling prophecy"? Demonize people as monsters Harsh treatment & brutality Leads to rage and paranoia Become monsters (like John King)
Chap 6 What impact does long-term lockup have on prisoners? Maxis are torture Torture leads to psych/social impairment (Zimbardo) (Note: also impairment of staff??)
Chap 6 Austin/Irwin page 137 We should be concerned by the fact that the prison systems are spewing out such damaged human material, most of whom will disappear into our social trash heap, politely labeled the “homeless” or the underclass, or, worse, will violently lash out, perhaps murdering or raping someone, and then be taken back to the dungeon.
