Special Situation in Caribbean • Small Islands Developing States (SIDS) • Unique situation – especially vulnerability • Hurricanes, global warming, economic shocks • Most with populations less 200 000 • Implications for capacity and resources • Integration and sustainable partnerships critical • Like other developing countries

Evolution • Medical research ENHR HRS R4H R4D? • Natural evolution? • Countries ready? • Can they wait? • ENHR introduced in Caribbean in 1995 • Some progress made • Still to be fully implemented in all countries – community as partner • Inter-sectoral approach not new • Primary health care • HIV/AIDS • Commissions in Office of Prime Minister (development issue) • Many challenges still being faced

New partners • Increase awareness of their role in addressing health issues • Increased capacity to do innovative research • Synergies? • Opportunities to raise consciousness in issues such as ethics • Communication • Challenges within health sector as well as among health researchers and between the two • Different challenges • May need different strategies to engage various sectors Some implications

Integration / harmonization of ‘evidence’ systems to improve equity in health • Health research, surveillance, M&E, other health information • Data quality and analysis • Data use • For Export Only? • Focus on these as introduce other sectors during process of syste strengthening • Resources including funding • New sources or competition for those available challenges

  6. Initial reactions mixed • Positive • Awareness of importance of multi-sectoral approach to health • Cynical • Semantics • Acceptance by Heads of Government of role of health in development • Decision • Can build on this opportunity (Change) or • Continue along straight and narrow Way forward
