“VetCentral” • A web clearinghouse, a single point for posting FCJL jobs. • Automatically identifies appropriate delivery points for jobs and distributes them accordingly -- • State Job Banks (through Job Central) • Comprehensive One-Stop Centers and One-Stop Affiliates • DVOPs/LVERs • All jobs auto-coded to O*NET. • Provides multiple options for Federal Contractor job posting, including a free service. • Provides management and accounting reports for contractors.
The Challenge Jobs for Veterans Act changes how compliance takes place: • The Old World -- AJB provided contractors a single place to post jobs (electronically) and be in compliance • The New World (Post AJB and with JVA) -- • Under JVA, contractors must post jobs with the “appropriate employment service delivery system” • OFCCP has not yet published implementing regulations which clarify what this means and how it will be applied • Existing regulations stipulate only two places to file jobs: local employment service offices and AJB (closed on June 29th) • On July 1st, contractors face getting jobs to some 3,500 possible locations
The Problem • Contractors with centralized job distribution mechanisms will face a significant administrative burden to post job orders with the “appropriate employment delivery system” • Difficulties in identifying appropriate contacts and managing distribution of job postings could impede compliance • Need for audit trails, recordkeeping, and reports • Hurdles may encourage administrative loopholes that do not fulfill JVA’s intended goals
The Solution: VetCentral • Product in the making for two years • Original version (Veterans’ Job Clearinghouse) developed in collaboration with ETA, VETS, and OFCCP • Responsive to needs for compliance as well as our social commitment to veterans
