  3. 1. Describe the structure in place of the One-Stop Operator certified by the Local Workforce Investment Board. • Was the One-Stop Operator certified through a competitive selection or through a consortium? First consortium was in established in 2000. • Describe how the Operator (or consortium of operators) works to streamline services and the process utilized for decision making. • Quarterly Partner meetings with staff from SCTWA, DHS, Workforce Essentials, TDLWD, Adult Education, local ECD and VR. • Annual SWOT Analysis complements planning with partner staff. • Coordination with TDLWD Area Manager on career center services.

Describe the structure in place of the One-Stop Operator certified by the Local Workforce Investment Board. • What best practices does the Operator (or consortium of operators) utilize to manage the Career Center and offer integrated services? • Use common intake form • Regularly scheduled Job Placement Team meetings with partners • Participate in, provide information to and/or receive referrals from RESA and EUC orientation workshops • Coordinate Integrated Resource Team meetings around Disability Employment Initiative (DEI) customer needs

Describe the structure in place of the One-Stop Operator certified by the Local Workforce Investment Board. • Are there any improvements regarding the Operator (or consortium of operators) which have been identified or have been implemented to improve service delivery, integration, or the decision making process? • Move from an orientation to services approach to a more targeted triage approach • Move toward more visual Menu of Services in each Career Center

  6. 2. With the upcoming reduction in first quarter funding due to sequestration, what implications will this have on your WIA operations? Based on the state’s plan of providing funds to help reduce the impact of the sequester for first-quarter funding, what implications still remain on your WIA operations?  What other ways can the state provide assistance? • Possibility of Center Closings • Reduction in Staffing Levels • Rent elimination and/or reduction • Re-engineering how we will deliver all services to full geographic LWIA • Re-evaluating training scholarship offerings • (sector approach/$5000 max)

  7. 3. With the recent State announcement of 34 Career Centers closing or relocating, how will this affect your WIA operations both logistically and programmatically? Logistically: SCTWA will be losing $108,000 due to the absence of partners in some counties. Programmatically: TDLWD staff will no longer be housed inGiles and Lewis counties. SCTWA will attempt to meet needs of jobseeker and employer customers with declining resources.

  8. 4. As Rapid Response is transitioned to the LWIA, describe how the local board will coordinate local activities and provide high quality Rapid Response Services. When closure occurs, the new Rapid Response Coordinator (assigned by SCTWA) will • contact and coordinate with service providers; • set up mass meeting with employees; • surveys will be given electronically; and distributed appropriately upon completion.

  9. 5. For the time period January 1, 2012, to December 31, 2012, what are the three most utilized training providers by your LWIB in terms of (total) ITA(scholarship) amounts? • Superior Drivers Institute • Columbia State Community College • Tennessee Technology Center at Pulaski

Continuation…How does this rank with available jobs in your area? • Registered Nursing (avg. wage $27.66) and Heavy Tractor-Trailer Truck Driving (avg. wage $16.77) are listed as two of the largest occupations in LWIA 10. • Truck Driving is currently showing a growth rate (for LWIA areas 8, 9, & 10) of 5.4% over the next five years with 461 expected annual job openings. • Occupations in Computer Technology are projected to experience a 10.8% job growth over five years with wage from $18.20-$38.22 per hour. obtained by Economic Modeling Specialist, Inc. (EMSI)

Describe any regional partnerships, new collaborations, or innovative practices that the LWIA has gained since last year. • Disability Employment Initiative grant • Adult Education • Workforce Development and Conference Center at Northfield • Regional Public Transportation to Northfield • Regional Skills Panels (Middle Tennessee Pilot) • Youth Artistree Program (funded with TN Arts Commission grant) • Continued growth of Summer Youth Program • Introduced Massive Open Online Course (MOOC) • SMTEC-Southern Middle TN Entrepreneurship Center • 56 companies have completed • New Automotive Accelerator begins mid-May

Continuation…Describe any regional partnerships, new collaborations, or innovative practices that the LWIA has gained since last year. • College & Technology Center Collaboration • Martin Methodist: Martin Serves • Columbia State: AIIT program, Big READ, & referrals • Vanderbilt: Virtual Learning speaking engagements • TTC-Pulaski: Customer Service Training (IBEX) • IBEX Global - With their continuing growth, issues were addressed • Transportation – (SCTN Development District) • Child Care (Kid Kountry) • Finding ample candidates • Boot Camps • TTC-Pulaski’s Customer Service Training course

How will the local area continuously improve case management while ensuring the integrity and quality of data entered into the system are maintained?  How is the local area analyzing and managing your open-case loads to ensure compliance with the requirements of TEGL 17-05?  • Discoverer reports are reviewed to monitor caseload activity, enrollment and exit management , and performance forecasting. • Bi-monthly Career Advisor meetings provide opportunity for caseload review and training. • Review quarterly Dolce-Vita reports to review and monitor performance. • Increasing appropriate use of soft exits.

Provide an overview of the accomplishments regarding the TN Works Act. • Referrals from TDLWD attend the Connect2Work Orientation Workforceshop, either in person or through webinar. • Branded the program in our eight county area as “Connect2WORK” . • Program initially had the element of “try out employment” but we recently converted the program to mimic previously successful OJT programs (100Jobs100Days and the BIG HIRE! in which we placed over 160 jobseekers). • 3 currently enrolled, 10 are soon to enter, and several in process. Goal is to serve 35 by 11/15/13.

For each LWIA, which receives a Disability Employment Initiative (DEI) Grant, provide an update on the progress. • Current enrollees: 22 • 11 of the 22 are Ticket-to-Work holders and 4 of the 22 are employed, which includes one Ticket-to-Work holder • Walgreens Retail Employees with Disabilities Initiative - (REDI - 4 weeks retail training certification with job coach accepted by Walgreens, Lowes, CVS, TJ Maxx) • Letter of Understanding with Vocational Rehabilitation • SCTWA to provide services for which we will receive compensation, including job readiness, customized employment, and placement • My Free Taxes (served 56 families) • Tax Coaches promote asset development • Only recipient in TN • Served the most people with disabilities in the nation

Continuation… • DEI Success Story - QuaDaisha Lowery • High school senior with Bilateral Sensor Neural • hearing loss (18 years of age) • Her original career goal was to “stock shelves” • Enrolled in SCTWA’s in-school program • Gallaudet University applicant • Plans to major in Business Administration • Working on Summer Youth placement
