Old A-76 Revisions Address Longstanding Concerns about A-76 • Take too long / Cost too much • Playing field not level • No MEO accountability New Rules • Have Time Limits (12-18 months) • All Parties compete under the same set of rules (FAR) • MEO has Performance Metrics & Faces recompetition Transition issues Figure out what to do and move on

Concerns • Streamlined Competitions (< 65 FTEs) • Will it be different? • 98% of old streamlined competitions stayed in-house • MEO can get an additional 3 years of performance • Will this be standard operating procedures? • Contractors must recompete • Workload data will still be problematic • Need to find solutions • This is one issue that can still drive away competition • These are procurements governed by the FAR • Need to be treated like other procurements • Oversight and accountability are important under the new rules
