First steps of development • In 1992 SLS was founded • Some tasks of SLS: - to develop, introduce and maintain the state cadastre of land and other real estate - state cadastral mapping - state topographic surveying and mapping • Pilot project in cooperation with “Kampsax Geoplan” in 1993 5th International PHOTOMOD User Conference, Jurmala, Latvia

Latvian national cadastre mapping program • Start of photogrammetry in Latvia from scratch • Aerial photography in co-operation with “Swedesurvey”, scale 1:30000, B/W • Orthophoto production, scale 1:10000 • On the job training – flight planning, aerial triangulation • First photogrammetric instruments – two Wild A8, SOS-Map software 5th International PHOTOMOD User Conference, Jurmala, Latvia

Cartography development concept • Adopted in 1995 • Development of system of photogrammetry planned: - aerial camera - photo laboratory - analytical stereoplotters - digital photogrammetric workstations - auxiliary photogrammetric devices - geodetic instruments - computer equipment - cars 5th International PHOTOMOD User Conference, Jurmala, Latvia

  6. First modern photogrammetric equipment • Implementation of cartography development concept: - analytical stereoplotter SD2000 for stereoplotting at the scale 1:2000 - digital photogrammetric workstation DPW770 for orthophoto production - 2 digital photogrammetric workstations DVPfor stereoplotting at the scale 1:10000 5th International PHOTOMOD User Conference, Jurmala, Latvia

  7. Phare project “Technical assistance for land registration and privatization in Latvia” • Training of stereooperators and other staff of SLS • Study trips to some European companies • Course in digital photogrammetry in Lausanne Politechnic • Expert consultations in development of product specifications, stereoplotting, orthophoto production and production monitoring • Purchase of digital photogrammetric workstation DPW770 5th International PHOTOMOD User Conference, Jurmala, Latvia

  8. Riga mapping project • Started in 1999 • B/W aerial photography at scale 1:6200 with narrow angle camera • Mapping at scale 1:2000 • Purchase of equipment: - photogrammetric scanner DSW300 - 2 analytical stereoplotters SD3000 5th International PHOTOMOD User Conference, Jurmala, Latvia

PHOTOMOD • First modules in 2002 • Licences: 2 AT, 3DTM, 2MOSAIC; 1 full local version • Used for orthophoto mapping at scales 1:2000 and 1:10000 and for topographic mapping at scales 1:2000 • Orthophoto production stuff: 6 operators (2 skilled) • Orthophoto productivity: ~ 1000 – 1400 map sheets per year 5th International PHOTOMOD User Conference, Jurmala, Latvia

Employees • Graduates from Riga Technical University, Latvian Agricultural University and Latvian University • Some have education in previous USSR and had working experience in soviet cartographic factories • Some employees had no special knowledge • About 20 persons active in photogrammetry in SLS at the moment 5th International PHOTOMOD User Conference, Jurmala, Latvia

Future development perspectives • Use of GPS/IMU data • Use of large format digital cameras(a competition announced until September 23, 2005) • Use of laser scanning data (a competition announced until September 28, 2005) • Use of satellite imagery 5th International PHOTOMOD User Conference, Jurmala, Latvia

  18. Conclusions • SLS able to carry out most of photogrammetric jobs • Problems: - lack of own aerial camera - lack of qualified personel • Reorganization of SLS may influence the future development 5th International PHOTOMOD User Conference, Jurmala, Latvia
