Missions and Responsibilities • Administer DON’s Executive Order (EO) 12958, as Amended • Automatic Declassification Program: • Identify, Locate and Retrieve Records • Conduct Declassification Reviews • Meet 31 Dec 2006 Deadline for Textual Records Review • Maintain Electronic Database of All Records Reviewed • Ensure DON Compliance with Kyl-Lott Amendments • Central Control of DON Referrals (Incoming/Outgoing) • Prepare Annual Update to DON Declassification Plan • Meet Future Review Deadlines • As Records become 25 Years Old • Re-Review of Exempted Records • Plan for Referral (2009) • Special Media (2011) Deadlines • Represent DON on Interagency Working Groups
Roles and Responsibilities • Chief of Naval Operations • Chief of Naval Operations (N09N) – Special Assistant for Naval Investigative Matters and Security – is designated as the Senior Agency Official responsible for implementing the DON Declassification Program per EO 12958, As Amended • CNO (N09N2) Assistant for Information and Personnel Security – is responsible for issuing DON policy for implementation of EO 12958, As Amended
Roles and Responsibilities • DON Declassification Program Manager – is responsible for overall management of the DON Declassification Program. Designated Contract Officer’s Representative for DON Declassification Contract

DON Review Process • Declassification reviews conducted at Naval Historical Center, Naval Sea Systems Command, NARA and regional archives and records centers: New York, Philadelphia, Atlanta, Seattle, San Bruno, Laguna Nigel • Pass/Fail (no redactions) • Page level review • Review for declassification – not reviewed for public release • All documents/folders not declassified are tabbed • Disposition decisions made at document level • Quality Control – 2 tier contractor review with a percentage checked by DON COR • Decisions entered into DON Master Declassification DB
