  2. Welcome • Today we will discuss: • Resolution process and timeline • New resolutions from AASB Board of Directors and member districts • Existing resolutions scheduled to sunset or to delete as outdated • Answer your questions

Process and Timeline • July 26 – AASB Board of Directors issues Call for Resolutions • Aug-Sept. – Member districts review and propose new resolutions and amendments • Sept. 12 – Webinar & teleconference • Sept. 27 – Deadline to submit resolutions to AASB • Oct. 7 – All resolutions circulated to member districts

  4. Process & Timeline • Nov. 7 – Resolutions Committee meets at Annual Conference • Nov. 10 – Full membership votes on resolutions • Nov. 11 – AASB Boards selects priority resolutions for 2014

  5. New Resolutions4.14 Teacher Tenure • AASB resolution supports extending time in which to evaluate teachers for tenure purposes • Current law provides tenure after 3 years and acceptable performance • New state-mandated evaluation system is more complex

  6. New Resolutions4.15 Teacher Evaluations • Urges EED to help school districts implement new evaluation system • ‘Student growth’ to be one of eight standards in 2015-16, increasing to 50% of teacher evaluation in 2018-19.

Other ‘Big’ IssuesCharter Schools • House Bill 93 (Gattis) proposes multiple authorizers for creating charter schools • Current law (AS 14.12.020) requires school districts to create and manage charter schools • Amendment to Resolve 1.4 would support law allowing charters to be created and managed by EED & school districts

  8. Other ‘Big’ IssuesBase Student Allocation • Resolve 2.2 (adopted in 2012) urges Legislature to increase BSA to meet rising costs and sustain educational improvements • Amendment (proposed by AASB Board) adds a third reason: to allow parents and students to set educational goals

  9. Other ‘Big’ IssuesInsurance Costs • Resolve 2.17 urges Legislature to mitigate insurance costs through increased funding • Amendment (proposed by AASB Board) would add creation of insurance pooling arrangements to potential solutions

  10. Resolutions that Sunset in November 2013 • AASB Bylaws require sunset review on five-year cycle • 53 resolutions are scheduled to sunset in November 2013 • AASB Board recommends three resolves sunset or be discontinued: • 1.1 Pledge of Allegiance (move to Belief Statements) • 2.27 Special Education Service Agency (outdated) • 3.1 Children as Top Priority (already in Belief Statement)
