Lead Abatement Syracuse (LAS) is an innovative program aimed at actively eliminating lead hazards, particularly in low-income neighborhoods. LAS focuses on census tracts 23 and 54, where over 20% of children have elevated blood lead levels. By removing or encapsulating lead-based paint and fixtures, LAS aims to reduce lead exposure and prevent lead poisoning in children.

  3. The Problem According to the chart, although the number of children in Onondaga county is decreasing, still nearly 6% of children in the county are diagnosed with high blood lead levels. When taking a closer look yet, however, according to CNY Vitals, nearly 15% of children in the Syracuse area have confirmed high blood lead levels (>= 10 mcg/dL) . Even low levels have been shown to affect both physical and cognitive development in children.

Where? • As shown on the map, nearly the entire county is affected by lead poisoning, but the problem also tends to be associated with areas with low average income, according to CNYVitals.org • In census tract 23, which is located just north of Interstate 690 between Pearl and Lodi streets, more than 21 percent of children had high blood lead levels. • Census tract 54, located in the Brighton neighborhood of Syracuse’s Southside, came in even higher at more than 24 percent.

The Problem • According to a study published in the Journal of Pediatrics, Syracuse had the  nation's highest percentage of children with lead poisoning between 2009 and 2015. • The federal Centers for Disease Control and Prevention has established 5 micrograms per deciliter as the threshold of concern. • The same study found over half of the children in the Syracuse area with blood lead levels above 5. • Lead poisoning can cause lower IQs, long-lasting brain damage and many other health problems.

Why is this happening? • The leading cause of lead exposure is the use of lead paint in homes up until the year 1978 when such use became federally banned, before which over 90% of the current homes in Syracuse were built. • Lead can also enter drinking water when service pipes that contain lead corrode. • People can become exposed to lead through chipped house paint, dust, soil, and pipes.

  8. Literature Review • “Protect Your Family from Exposures to Lead.” EPA • Lead from paint, including lead-contaminated dust, is one of the most common causes of lead poisoning. Homes built before 1978,when the federal government banned the use of lead, are likely to contain lead based paint. • “Basic Information about Lead in Drinking Water.” EPA • Homes built before 1986 are more likely to have lead pipes, fixtures and solder. Lead can enter drinking water when service pipes that contain lead corrode, especially where the water has high acidity or low mineral content that corrodes pipes and fixtures. • “Department of Health.” • Renovation, or anything that disturbs lead-based paint can create harmful lead dust. Contractors who work on homes built before 1978 must be trained and certified in EPA Renovation, Repair, and Painting, but DIY home improvements without proper knowledge/training can result in dangerous lead exposure.

  10. How I plan to help? • Lead paint abatement programs eliminate lead-based paint and contaminated dust by removing or encapsulating lead paint or removing lead painted fixtures and surfaces. Therefore, I will create the Lead Abatement Syracuse (LAS), a program designed to actively eliminate the lead hazards, especially in low income neighborhoods, beginning census tracts 23 and 54 where we already have evidence that over 20% of children have elevated blood lead levels (Willis and Morris).

  12. Data Analysis According to the Chi-Square test, the p-value is too high and therefore the correlation is not significant.

  13. Data Analysis Here again we are shown that the correlation between my program and lower levels of lead exposure is very low (from this simulated data).
