Background of Event • According to Sloan College of MIT, increasingly our world is immersed in intense technological, financial, and political changes that are reordering the rules governing business competition. To be competitive in business today, companies need to continually transform themselves • eASIA Award is expected to promote the mutual inspiration & experience sharing on eBusiness and trade facilitation among Asia Pacific Region. In addition, through this benignant competition activity, it is expected to: 1. Promote the involvement of AFACT members in the community 2. Drive the overall development of the IT and eService industry 3. Accelerate the connection between domestic companies and their international partners 4. Improve competitiveness of domestic industries

Objectives of eASIA Award • To recognize the outstanding achievements of eBusiness implementation in Asia Pacific region to the World • To promote and strengthen the concept of practice in e-industry and e-Government through eBusiness and trade facilitatoin, and drive the collaboration among members • To build up a routine region-wide experience sharing garden and to encourage the participation of AFACT members • To reinforce AFACT’s role in promoting the use of UN/CEFACT standards enabling the business, trade and administrative organizations in eBusiness and Trade facilitation

Award Categories • Trade Facilitation Award Projects relevant to globalization and trade facilitation in each member country (G2G or G2B included): the award will more focus on the balance among governmental legislation, enhancement of international trade and eBusiness, as well as information visibility by evaluating the concrete effects on custom control & security, tax increment, trade promotion, and business efficiency • eBusiness Award 2.1.Public-sector For distinguished Government-related projects which have used internet technology to drive e-Government, e-industry and e-business programs significantly 2.2.Private-sector For prominent Corporate-related projects which have executed e-business within or between enterprises creatively and proved good benefits

Evaluation Committee • The Evaluation Committee(total of 12 members) consists of : • Members of AFACT Steering Committee: 8 members • - Chairman : 1 • Vice Chairman : 2 • UN/CEFACT Rapporteur : 1 • - Mr. Kenji Itoh : 1 • - AFACT Secretariat : 1 • - Elected HoDs : 2 • UN/CEFACT:Mr. Ray Walker • UN/ESCAP :Mr. Will Keenan • AFACT Secretariat will nominate and invite 2 other people with expertise on eBusiness & trade facilitation and good reputation

Nomination Mechanism • Award Candidate nominated by : HoD of each AFACT member • Deadline to register : February 14, 2003 • All registration materials sent to : AFACT Secretariat • One HoD can recommend maximally 2 cases for each category or sub-categoriesry, with totally 96 cases by 16 members. • Responsibilities of Winner : For the purpose of highly disseminating the achievements as well as the successful practices on eBusiness and Trade Facilitation in Asia Pacific region, those winners should send the Representative to Taipei 1. Receive the Award 2. Join the eASIA Expo in June, 2003 and demonstrate the project

Evaluation Process • Deadline to accept the application : 2/14/2003 • Stage 1 : Qualification Period : 2/15 - 2/28/2003 (2 weeks) By : AFACT Secretariat • Stage 2 : First Campaign Period : 3/1 - 4/15/2003 (6 weeks) By : Evaluation Committee (vote by e-mail) Number of first run winners: 20 • Stage 3 : Final Campaign Period : before end of April in StC meeting By : Evaluation Committee based on the presentations made by the convener of each sub-committee Number of winners: 10

Call for Nomination • Purpose : To attract and encourage ALL AFACT members participating the First eASIA Award Campaign • Target : at least 50 applications in 16 AFACT member countries • The DM and Printed materials of eASIA Award will be sent to the HoD of each AFACT member country by 11/15, 2002 • Event web site : www.afact.org • Nomination and Registration materials should be mailed electronically to AFACT Secretariat by February 14, 2003

  12. Special Honorary Award • The person, group, organization, or governmental unit with significant contribution which improves the development of trade facilitation, eBusiness, and international collaboration and that results have brought Credit to AFACT • The nominee need to be recommended by AFACT Steering Committee • 2003 Special Honorary Award : 1 winner suggested

Award Ceremony & Expo • eASIA Award ceremony : June 26, 2003 (Grand Opening) • eASIA Forum: June 25 to 27, 2003 • eASIA Expo: June 26 to 29, 2003 • Venue : Taipei Int’l Convention Center & WTC • Guests : AFACT StC members, HoDs, Rep. from member countries and Award Winners • Exhibitors : 500 exhibition booth units a. eASIA Award Winners (10 Winners) b. e-Service vendors from Int’l & Domestic Industry c. e-Gov’t(from Int’l & Domestic e-Service Agents) • Will incorporate with big media players and relevant eBusiness exhibition in order to make the event more fruitful

  16. Other Symposium in Taipei APEC Cross-Broader Collaboration for Trade Facilitation • Time : June 24 to 26, 2003 • Topics : Trade management, Transportation, Customs, and Finance • Hosting by : Bureau of Foreign Trade, MOEA, Chinese Taipei • Participants: All members of APEC

Budget • The Total budget is estimated around US$500K, include Award Campaign Program, Forum, and eASIA Expo, 50% will be funded by Industrial Development Bureau, MOEA • The whole event will be hosted by Ministry of Economic Affairs, and organized by TEC(Taipei EC/EDI Committee) in the name of AFACT Secretariat

The Next Steps • To formulate the detailed game rule & evaluation process and organize the Evaluation Committee • To launch and execute the marketing communications program to stimulate active participations from ALL AFACT members • To follow up 1st Campaign & prepare for the Final Campaign • To organize & help all exhibitors of the Awarded Winners • To organize & coordinate the eASIA Award Ceremony, eASIA Forum and eASIA Expo Program • To collect sufficient fund and manage it • To control all the milestones of the project schedule

What we need from you • Distribute the eASIA Award DM/Poster to 30 appropriate government agents and encourage at least3 projects to participate in this significant campaign • Recommend 3 appropriate eBusiness/eCommerce technical or Promotional parties and introduce AFACT Secretariat to communicate with their VIP • Recommend 3 - 5 eBusiness/eCommerce solution providers joining the eASIA EXPO to Promote their products/services • Help AFACT Secretariat to identify 2-3 potential sponsors
