Initiative Timeline • October 5, 2010 – Announced at White House Community College Summit • October 6, 2010 – RFA released • October 25 – Bidders’ Conference Call held • November 19 – Proposal due date • Mid-January to Late-February 2011 – Anticipated site visits for finalists • March/April 2011 – Targeted for announcement of Managing Partners by Bill & Melinda Gates Foundation • Mid-April to Mid May 2011 Completion by Design kick-off
CBD Fundamentally Believes That Community Colleges Can Dramatically Increase Completion Rates if they: • Analyze their systems in order to understand where they are failing and succeeding • Restructure the student experience from intake to completion based on what they learn from that analysis by introducing proven and promising practices • Build linkages and interdependencies among the student success systems • Establish clear accountability for student success and completion
Define Cadre The Cadre is the planning and implementation team for Completion by Design. Made up of at least four community colleges or campuses within a state, the Cadre will work together to design and implement a model pathway to completion using proven and promising practices • Alamo Community College • Dallas County Community College District • El Paso Community College • Lone Star College System • South Texas College
RFA used Pell Eligibility for Criteria • Managing Partner must have a cadre comprising campuses with a significant number of students receiving Pell grants. • Pilot Schools (Interdisciplinary Team of Eight) • ACCD – St. Philip’s • DCCCD – Cedar Valley • EPCC – Valle Verde • LSCS – LSC-North Harris • STC – Pecan College
CBD Initiative Assistance Team (CDAT) • Separately Funded • Advisory and Assistance Group • Led by Nan Poppe & Leslie Haynes • Extensive CC experience • College President • Gateway to College • Early College High School Initiative • Provide Managing Partners and their Cadres with the expertise
Goals of the Completion by Design (CBD) Initiative • Five-year initiative intended to increase the proportion of low-income young adults completing • AND increase pace by which low-income young adults progress to postsecondary credential completion at public two-year community colleges
23 % of white students who enter public community colleges full-time complete an associate degree with three years • 15% of Hispanic students • 11% of African-American students • (IPEDS), 2007

Challenges • Challenge #1: Reaching consensus among 5 large college systems, each with a team of 8 representatives • Challenge #2: Difficulties in scaling a program across campuses in multi-college districts • Challenge #3: Large-scale reform in a current state deficit environment • Challenge #4: Policy change in a state with a complex higher education structure
