Background • National Public Health Performance Standards Program • Mission • To improve the quality of public health practiceand performance of public health systems. • Goals • Provide performance standards for public health systems and encouraging their widespread use; • Encourage and leverage national, state, and local partnerships to build a stronger foundation for public health preparedness; • Promote continuous quality improvement of public health systems; • Strengthen the science base for public health practice improvement

NPHPSP Partners • CDC (U.S. Center for Disease Control and Prevention) – Overall lead for coordination • ASTHO (Association of State and Territorial Health Officers)– Develop and support state instrument • NACCHO (National Association of City & County Health Officers) – Develop and support local instrument; MAPP • NALBOH (National Association of Local Boards of Health)– Develop and support governance instrument • APHA (American Public Health Association)–Marketing and communications • PHF(Public Health Foundation)- Performance improvement; data collection and reporting system • NNPHI(National Network of Public Health Institutes)– Support through institutes, training workshop and user calls

Focus on System • More than just the public health agency • “Public health system” • All public, private, and voluntary entities that contribute to public health in a given area. • A network of entities with differing roles, relationships, and interactions. • All entities contribute to the health and well-being of the community.

  7. Finding the Answers • What are the components, activities, competencies, and capacities of our local public health system? • How are the “ten essential services” being provided to our community?

  8. York District Approach • Quantitative – collection of hard data….What is being provided, when, where, to who? • Qualitative – focus group discussions, interviews, observation studies of the effectiveness of the services…How well are the services meeting needs? Are there barriers?

Dupee Conference room • EPHS 2.6.7 (Diagnose and investigate health problems; Enforce laws and regulations; Link people to needed health services) • Meeting Three- June 10, 2009 • Saco-Hosted by UNE at People's Choice Credit Union in Saco • EPHS 8.9.10 (Assure a competent workforce - public health and personal care; Evaluate health services; Conduct research for new innovations)

Why? • Part of the Process to Help Maine reach its goal of • becoming the healthiest state in the nation, • to ready and maintain the state public health system for national federally-recognized public health accreditation, • assuring the effective, efficient, and evidence-based delivery of the essential public health services, and • enhancing funding eligibility.
