  3. As of 2014 EU AETS purely a domestic scheme until 2016

  4. AETS ball now back in ICAO court until 2016 with planned global AETS for 2020?

  5. Research questions • “what is in question in this paper, is firstly an attempt to explain why this EU strategy of unilateralism emerged, and secondly to evaluate it. Does punctuated unilateralism pay? Has the EU actually succeeded, in crab like manner, to push the ICAO into doing what it wanted as far back as 2004? Or has the EU's failed miserably in it's effort to 'bandwagon' other countries by its unilateral move to an AETS?”

  6. EU as a global environmental champion (but after Copenhagen 2009?)

  7. Unilateralism-why, who and when?

  8. Understanding the ICAO-EU split 2007

  9. Conclusions • Back where EU started in 2007? (Kind of) • Were there alternatives? (Yes or at least maybe!) • Domestic EU preferences/variables explain much of EU unilateral push aided by US and other stance at ICAO 2007 talks….. • Emission trading spread as an instrument…. • But very problematic …fraud… • Punctuated unilateralism = uncertainty
