  2. APEC FRAMEWORK FOR ECOTECH LONG-TERM AND SHORT-TERM PRIORITIES

  3. - Launched in 1995, integral part of Osaka Action Agenda, and subsequently in Manila Action Plan - goals: “Pursuit of APEC's common objectives and goals through comprehensive and effective economic and technical cooperation, aimed at promoting sustainable growth and equitable development, while reducing economic disparities within APEC and advancing trade and investment liberalisation.

  4. APEC and ECOTECH common goals: - To further enhance economic growth and prosperity for the region and to strengthen the Asia-Pacific community.

  5. Key ECOTECH mandate: • Addresses structural, policy and administrative bottlenecks to sustained and equitable growth; • Strengthens economic performance through accelerated technological development, training, sharing of "best practices“; • Implements activities that promote the effective use of the region's resources and increase the effectiveness of policy measures.

  6. Developing Human Capital • Developing Stable, Safe and Efficient Capital Market • Strengthening Economic Infrastructure • Harnessing Technologies for the Future • Safeguarding Quality of Life through Environmentally Sound Growth • Developing and Strengthening the Dynamism of Small and Medium Enterprises (SME’s) ECOTECH priority themes (1996)

  8. 2006 Short-term priorities – APEC VIETNAM Priorities are closely linked to the host’s themes: • Strengthening ECOTECH, through the improved implementation of activities, ongoing reform and outreach to the broader community • Bridging the development gap by promoting sustainable development, SME competitiveness, human resource development, knowledge based and information technology and private sector development • Enhancing Human Security

Institutional setting - 1996: Framework for Strengthening Economic Cooperation and Development to further strengthen economic and technical cooperation (ECOTECH) in APEC. • 1998: the SOM Sub-Committee for Economic and Technical Cooperation (ESC) • 2002: SOM Committee on Economic and Technical Cooperation (ESC) • 2006: SOM Steering Committee on ECOTECH (SCE)

Tourism Working Group (TWG): • Response to 2006 APEC priority “Tourism and Cultural Exchange” and 2006 APEC ECOTECH priorities • Deliver the strategic review of the 2000 Tourism Charter • Implement and complete APEC funded tourism projects: Stage 4 of the APEC Tourism Occupational Skills Standards; Best Practices in Sustainable Tourism Management Initiatives for APEC Economies; Tourism Impediments Study Stage III • Continue coordination with other APEC fora

Energy working group (EWG): • Remove Market Impediments to Oil Exploration and Development • Encourage Fuel Efficiency in Transport and Diversification Away from Oil • Promoting Energy Efficiency and Conservation • Expanding Cross-Border Energy Trade • Attracting Energy Investment • Accelerating Energy Technology Development

Industrial Science and Technology working group (ISTWG): • Enhancing environmentally sustainable development (technological policies and practices) • Improve human resource development in the IST area • Facilitate the creation of S&T networks and partnerships supporting goals & priorities in APEC • Connecting Research and Innovation through intensive dialogues and discussions • Strengthening Technological Cooperation and Encouraging Best Practice in Strategic Planning • Enhancing Policy Dialogue and Review focusing on ISTWG activities

Marine Resource Conservation Working Group (MRCWG): • Implement the Bali Plan of Action • Promote Trade and Investment activities on Marine sectors in APEC • Strengthen Ocean Governance in APEC • Get more involvement of APEC members on MRCWG programs • Integrate MRCWG with other APEC for a • Improve Capacity Building activities among other APEC fora

Asia-Pacific and Development Center (AFDC): • Organize 9 workshops in collaboration with IFI’s and APEC members • Hold 1st Asia-Pacific Finance and Development Forum in 2006 • Continue research work based on the demand in the region, focusing on the capacity building in the fields of finance and development • Update website on a regular basis: www.afdc.org.cn

Telecommunications and Information Working Group (TELWG): • Advance Information and Communications Infrastructure • Enable Digital Opportunities through Effective Policy and Regulation • Strengthen Security and Prosperity through the Use of Information and Communication Technologies • Advance the Information Society through Human Capacity Building • Communication Networks for Disaster Mitigation and Relief Operation • Enhance Effectiveness of the Working Group

  20. 7. APEC Social Safety Net Capacity Building Network (SSN CBN): • Pre-crisis social safety net planning and prevention measures • Capacity for evaluating effectiveness of policy action • Collection of dis-aggregated data and access to current data • Identifying At-risk Populations

Human Resource Development Work Group (HRDWG): • Continue internal review of its activities • Implement the key directives from 17th AMM Joint Statement • Implement the key directives from the Education and HRD Ministerial meetings • Be guided by 8 main priorities and strategies in Part II of OOA • Coordinate with relevant Stakeholders, particularly with SMEWG and SSNCBN and the APEC Education Foundation

Finance Ministers’ Process (FMP): • Toward Stable and Efficient Revenue Sources: Studies and recommendations by international organizations on possible options for designing revenue system • Financial sector reform to attract capital flows: case studies from economies on the financial sector reform; Inputs from IFI’s existing work + discussion on investment return/risk, barriers to investment; Dialogue between ministers and the private sector • Closer link between FMP and SOM: structural reform, macroeconomic issues; synchronizing of meeting schedules; exchange of views/information; dialogues with IFI; capacity building (SOM Steering Committee on ECOTECH)

Agricultural Technical Cooperation Working Group (ATCWG): • Workshops and seminars to exchange up-to-date information and technology and develop human resources • Dialogue on bio-technology • Pursue various activities to implement APEC Food System • Participate actively in discussions on food standard and food safety

  24. 11. Health Task Force (HTF): • Enhancing avian and human pandemic influenza preparedness and response • Fighting against HIV/AIDS in APEC • Improving health outcomes: Workshop on Digital Opportunity for Medical Images Exchange…

Transportation Working Group (TPWG): 4 projects: • Integrated Trade Services Models: Best practices in e-Trade Finance; • Forum on International Trade in the Professional Services in APEC Economies; • Electronic and Information Technology Industries Survey in APEC; • Brand Management for Small and Medium Enterprises in APEC

Electronic Commerce Steering Group (ECSG): • Information Privacy: Implement APEC Privacy Framework; Develop improved privacy notices; Develop cross-border privacy rules • SPAM and related issues: Complete ECSG Survey on SPAM in APEC; Identify threats to the development of electronic commerce and policy implications • Paperless Trading: Strengthen dialogue with the private sector; Implement Electronic Certificate of Origin Pathfinder project; Implement Electronic SPS Pathfinder project; Complete survey for APEC Paperless Trading Readiness Assessment…

Gender Focal Points Network (GFPN): • Discussion measures to promote the implementation of the Framework for the Integration of Women in APEC; Recommendations on gender integration strategy • Improvement of 2006 APEC Website to a more gender responsive way • Integration a gender perspective and capacity within APEC WGs, TFs and Committees • Capacity building on the application of gender analysis in APEC • Assist fora to identify and address gender issues within their work • Consider the organization of Ministerial Women Meeting

Small and Medium Enterprises Working Group (SMEWG): • Strengthening SME Competitiveness for Trade and Investment: Business enabling environment for SME; SME Capacity building for trade and investment; Facilitating linkages for SME • Continuation of Activities Underway: Implementation of SPAN; Framework for the Integration of Women in APEC; Overseeing the on-going projects; • Implementation of Daegu Initiative; APEC SME Coordination Framework; Independent Assessment and SMEWG Management improvement; Disaster preparedness; IPR initiative; APEC Micro-Enterprise Action Plan; Cooperation with related organizations; Implementation of recommendation from business community; SME and Trade Facilitation

Counter Terrorism Task Force (CTTF): • Coordinate the implementation of the Leaders’ and Ministers Statements • Assist economies to identify and assess their Counter-Terrorism needs • Coordinate capacity-building and technical assistance programs, including through appropriate consultations with IFIs • Cooperate with relevant international organizations to advance the implementation of Leaders/Ministers instructions and avoid unnecessary duplication of efforts • Facilitate cooperation among APEC fora on counter-terrorism issues and assist in making recommendations on proposals/projects to Senior Officials

  31. ECOTECH in the dynamism of APEC • APEC catalytic role in trade liberalisation (DDA, FTA/RTA) • APEC leading role in confidence building, facilitation, reducing risks through dialogue and sharing best practices • New thrusts of Ecotech for beyond Bogor agenda- behind the border isssues

Challenges inside Ecotech spectrum • More focused agenda • A strategic road map for future • ECOTECH activities to enable APEC to better communicate with its constituents • Attract additional support from external organizations including International Financial Institutions (IFIs) and private sector

Strategic approach to ECOTECH: • Action-oriented: to focus more on activities rather than policy-making and policy recommendations • Practical: to match more appropriately capacity building needs and technical support needs of members economies • Manageable & Sustainable : simple, stable and effective organization structure and delivery mechanism for Ecotech activities to keep up with regional developments and needs.

Resources for ECOTECH activities: • Human resources: number of officials, concurrents, structure, mechanism… • Finance resources: TILF fund; Operational account and APEC Support Fund (ASF), self-funding… • ASF: Australia A$4 million for 2005-2008 for capacity building projects relating to Avian Influenza and Pandemics; Chinese Taipei: ½ million US$ for emergency preparedness and ½ million US$ for human security initiatives Korea: US$2 million for 2007-2009

Private sector development: • More involvement of private sector in project implementation, assessment, endorsement and monitoring and evaluation • More focused on private sector’s benefits • More involvement of private sector in policy making and policy recommendations • Effective cooperation mechanism with private sector

Implementation of new tasks: • SCE’s ranking, assessment and endorsement project’s proposals of WGs and TFs in terms of policy relevance • SCE’s reviewing TORs of WGs and TFs • Working mechanism with WGs, TFs and other APEC fora as well as IFI’s, international organizations, the private sector and other relevant stakeholders • Recommendations on the establishment, merging and disbandment of WGs and TFs …
