Proposed role of HCA supported‘Independent Community Housing Advisers’ • Definition of Independent Community Housing Advisors • Referred to as Community Housing Advisors • Individuals that provide independent information and impartial advice as well as support and assistance to communities wishing to create new or refurbished housing. • CHAs would be deployed to help communities understand the funding landscape and what it would mean for them and to enable them to play an active role in the progress of Local Investment Plans. • CHAs would be independent of the local authority and the HCA. Co-producing new housing • Working for the community • Working with the Local Authorities and HCA

The “Interpreter” -working for the community To get projects “funding ready” • Advise community groups applying for HCA grant, loans or investment on how to prepare their proposals • Ensure they have:- a strategic fit with the Local Authorities’ Local Investment Plan objectives, and - an operational fit with HCA funding and programme procedures

The “Interpreter” working with HCA To achieve a “funding result”: • Advise HCA Corporate and Local staff receiving applications on what will be needed to support the applicants through the appraisal process • Familiarize HCA with the characteristics and dynamics of citizen-led development • Provide an agreed package of practical assistance during the appraisal process, including bespoke training and mentoring for HCA staff and/or applicants

Core and Specialist people • Costs Paid for by HCA, capitalised to approved projects, or carried by HCA on aborted ones
