  3. Language Assessment • Reading Comprehension • 20 mins • Pass mark: 70% • Listening Comprehension • No longer part of assessment • Report-writing • 30 Mins • Pass mark:New scoring matrix developed • Re-test is no longer allowed.

  4. Language Assessment Cont……Interview • Minimum 20 mins. • Oral communication skills in mission language • Professional experience, mission-specific skills • UN core values • Gender-related issues • Basic level of computer proficiency • Deployment priority determined by mission specific skills

  5. Driving skills assessment Conditions : • Candidate must carry a valid national driving license • Official translation • Ability to read a license plate from a 20.5 meters • Manual transmission four-wheel drive vehicle

  6. Handling exercise • The engine can only stall twice • No limit to times of adjustment • Handling exercise within 5 min • Candidates who fail are given a second chance immediately • Drive forward and reverse into parallel 4x(Car length+2 ½ M) parking • Drive forward and reverse park into a 4x(car length+2 ½ M) parking • Drive back to starting point

  9. Road exercise • Ten minutes in low traffic • Five points for each “capability failure” • Twenty points amounts to fail • If hazard to himself or others leads to immediate disqualification. • No re-assessment during road exercise • Maximum three chances to pass in MA

  10. Firearms handling and shooting assessment • Safe cleaning of revolver • 1 Minute • Pistol disassembly and reassembly • 3 Minutes • Shooting • Hit a 45x45 cm target with 4 out of 5 rounds from 5 M • 4 or 5 out of five rounds from 7 M. • The total score must be at least 9 out of 10,

Minimum Selection Standards • Nationality • Serving Police Officers • Excellent physical and mental condition • Minimum 5 years of service • Fluent in mission working language • Possess a valid Driver’s License, ability to operate a four wheel drive vehicle • Weapon handling and Shooting skills if required • Age (25-55yrs)

Other Important concerns • Validity of SAAT • 24 months from completion of assessment. • Re-deployment assessment • If candidate has served in a mission for more than 6 months no further assessment is needed if re-deployed within 24 months • Gender • PCC are encourage to nominate a minimum of 20% female officers for each SAAT visit. • Number of Candidates • Candidates in one SAAT: Max. 800. Min. 50.

Five Responsibilities of PCC • Request a visit by the UN SAAT in writing to the UN at least 3 months in advance. • Pre-select candidates based on the 2007 Guidelines. • Submit personal details of pre-selected candidates one month prior to the SAAT visit. • Once the PCC has submitted the list, no additions or substitutions can be made to it.

Responsibilities of PCC………… • Nominate a Liaison Officer for the visit and inform the UN name and contact details of this person one month before the SAAT visit. • Before the SAAT-visit, certify in writing that pre-selected candidates have not been convicted of, are not under investigation or being prosecuted for any criminal, human rights or disciplinary offence

  15. Conclusion • The Police Division has developed this new assessment procedure in order to assist UN Member States to meet the challenge of seconding individual police officers who have the required skills to implement the increasingly complex mandates of UN missions effectively • The procedure does not apply to the selection of FPUs or police officers on UN contracts.
