8. 2/22/2012 DB - Total Ownership Cost (TOC) Template NAVFAC SE will pilot a new TOC factor which replaces the current Sustainability Factor.
New Tri-Service tool to evaluate TOC of DB proposals
Offeror inputs into automated Excel spreadsheets
Standard 40 year analysis period
Minimal contractor documentation required
For NAVFAC, TOC is one of 7 technical evaluation factors
Replaces Energy & Sustainment technical factor
Other Services may weight TOC technical factor differently
Simplified life cycle cost analysis approach
Focuses on most significant TOC “cost drivers”:
Design & construction cost (i.e. proposal cost)
Offeror’s proposed 40 year energy cost
Use any AHSRAE approved whole bldg energy simulation software
Offeror’s proposed 40 year sustainment cost for select bldg components
Template specifies components with highest sustainment cost impact for analysis

RFP has local utility rates/bldg occupancy/use parameters
Baseline assumes minimum IBC code requirements
Energy analysis based on ASHRAE 90.1 2007 standards
Proposal TOC evaluated against GOV baseline TOC
TOC template/example RFP published in FedBizOps Oct 2011 for comments
Pilot program Nov 2011; Implement late FY 2012
