Why Upgrade to P25? • Present system no longer in production. We have been notified that no new R&D will be done, some equipment already out of production, all tech support is discontinued by 2015. • Competition. Additional vendors will allow economies not available with 1 ½ vendors. Current P25 equipment providers: Motorola -- Subscriber and systems M/A-COM/Harris -- Subscriber and systems EF Johnson -- Subscriber and systems (site equipment and network equipment) Tait -- Subscriber and systems (site equipment, and network equipment) Kenwood -- Subscriber Icom -- Subscriber Bendix-King/Relm -- Subscriber Datron -- Subscriber Thales -- Subscriber Functionality. Integrated voice and data will allow functions such as automatic vehicle location (AVL) not currently available, and will allow smaller PSAP’s to economically direct connect to network. • System will allow for remote updating and reprogramming of radios. This will be a large cost avoidance tool for both state and local users. • Industry Standard. This is the first industry-standard radio networking format. Each provider can have its own features, but there is a set of 150+ standard features that have to be present to be P25 certified. • Many components are standard off-the shelf network components such as routers, hubs, switches, etc. • Capacity. Current system is at maximum capacity(54 sites). P25 trunking will allow for maximum 96 sites.

(controls operation of entire network). • Radio software. All EFJ radios and later model Motorola radios are P25 trunking compatible and will need to have the P25 trunking software loaded. Earlier model Motorola (Spectra Astro mobiles & XTS 3000 portables will need to be replaced). • Connected dispatch centers. The SRC & Metro dispatch centers that are directly connected will need a software upgrade. • Tower site shelf and software upgrade. Current repeaters are able to be upgraded to the new networking standard. Final conversion will require a new shelf at each site and software upgrade.
Cost to Migrate to P25 System Master Site/Console (direct connected sites) Upgrades $6,000,000 EFJ Software Upgrade to P25 $475 x 8,000 = $3,800,000 (estimated). Will need to factor in programming costs as well. May get better pricing in a bulk upgrade. Motorola Software Upgrade to P25 ($300 x 6,000 = $1,800,000) Original budgetary supplied by Motorola. If we add the over the air programming capability it will add another $300/radio, but will be able to do all programming remotely. Need to factor in programming costs & may get better pricing with a bulk upgrade. Final Site Upgrade Costs
Potential Available Funding • 1. Ongoing DHS Funding • Will need to factor this off the top of allocation. • 2. Other grant sources • COPS, DOJ grants, usually hard match • Highway Safety? • ?????????????? • 3. Options Continue the Current Course • System has been reliable, equipment is in good shape, subscribers mid-life • Any catastrophic failure of the network would disrupt system operations statewide Upgrade of Subscriber Equipment/Wait for funding source • Continue to replace equipment that cannot be upgraded and keep looking for a major funding source. Do not see anything on the horizon, & end result still needs to happen eventually. Pursue Lease/Buyback option • Endorsed by the SDPSCC, will allow state to use DHS funding allotted each year to pay for the upgrades. This would reduce the amount available for other purposes, but would get the process moving.
