Case 2: TIA of national energy package • Goals: • 30% reduction CO2-emissions in 2020 • 20% renewable energy in 2020 • 2% energy saving per year from 2011-2020 • Measures: • Urban environment • Wind generation • Transport (cars) • Biomass • CCS
National energy package • Policy phase: national implementation • Significance: Undisputed • Measures: also undisputed • Impact assessment less relevant for decision-making process (what measures to take) • Analysis of spatial planning measures to facilitate energy policy: spatial planning as an energy measure • Conclusion: spatial planning can be an important instrument to achieve energy goals
Contribution of spatial planning • Energy criterion in building permits • Structural visions taking into account development of cities, windmill parks etc. • Adjusted traffic flows • Priority treatment for clean transport modalities (free parking, fast lanes) • Energy distribution networks • Cleverly combining sources and users/storage in space • Combine biomass cultivation with marginal land use (recreation etc)
