Main goal • We want to look at how territorial cohesion within the Lille metropolis works for or against territorial cohesion of the region, and vice versa. • Lille metropolis = agglomeration area of Lille-Roubaix-Tourcoing • Region = Northern France and parts of Belgium • Widespread planning questions: city/suburbs, capital/main cities, concentration/balancing

Scales for territorial cohesion • The jurisdiction of Lille Métropole has a coherence in itself, as an area comprising most aspects of everyday life for the agglomeration’s inhabitants: cohesion better assessed through housing, mobilty, public services and equipment. • At regional level, territorial cohesion can be better assessed in terms of economic activities, cultural and environmental heritage, landscape, population, infrastructures and mobility.

Economic activities • The labour market: to what extent are the regional and metropolitan labour markets integrated? • Trade: does the internationalization of the metropolis cause it to lose any link to the regional economy? • complementarity or competition • Impact of its position at crossroads with Brussels/Paris/London • Inward investment: does Lille Métropole concentrate investments in the region ? Adjustment in a post-industrial century ? • Risk of unbalanced development (economic and social issues)

  7. Infrastructures and mobility • Lille, productive hub and demographic central point • Linked to regional and metropolitan aera ? • Where are needs? Housing • The study of cohesion for the housing market will be conducted at the metropolitan level • NB: where relevant, adjacent area will be included. • Could lead to a redefinition of the relevant area for housing policies.

Cultural and environmental heritage • A common culture, a strong identity • A strength for social cohesion ? • From outsiders: low consideration due to the image of a derelict industrial zone? • Environmental challenges at regional scale for biodiversity, pollution issues, water • A unifying industrial patrimony (housing, buildings, social)

In a nutshell • We will study how territorial cohesion in Lille and territorial cohesion of its wider region interact with each other • This will be done to find ways of promoting a balanced development improving territorial cohesion (symbiosis/mutualism) • End targets benefiting from territorial cohesion: people, nature and quality of life • Why do we participate to the challenge? • Occasion to learn about other areas and european planning issues • Adding new knowledge on key territories
