  3. Adaptation as Climate Risk Management Learning process aimed at building capacity to anticipate and respond to climate risk at all time scales

Dealing with today’s climate today while anticipating and preparing for future risk • Assessing hazards at all time scales (ECE, seasonal, inter-annual, decadal variability) • Assessing impacts and vulnerability (Multiple risks) • Skills and Knowledge development • Developing system for producing, translating, communication, interpreting, applying and refining climate information • Hazard mitigation (structural and non-structural measures)

  5. Focus on planners and operational decision makers as well as policy makers • Consider planning horizons and decision cycle • Consider priority risks (concerns and constraints) • Build institutional capacity among existing organizations • Promote flexibility and contingency planning • Build a decision support infrastructure based on needs

  6. Mainstream climate risk management into development planning • Development choices affect hazards and vulnerability • Land use, urban planning, environmental mgmt, poverty alleviation, sustainable economic development • Talk to each other – often!
