  1. Agency Goals & Objectives Roadmaps Architecture Strategic Planning Framework National Policy and Direction Programs & Projects

  2. Roadmap Integration Roadmaps will be integrated into a unified NASA strategic architecture • Individual roadmaps establish priorities, options, and recommended approaches for achieving NASA strategic objectives • High-level products developed by discipline experts, managers, visionaries • Updates expected every 3-5 years or as discoveries/progress warrants • Individual roadmaps are not implementation plans and are not “funded” • The integrated strategic architecture will assimilate the roadmaps to provide the following: • A framework for Agency-wide decisions and priorities • The basis for top-level Agency funding decisions • The technical foundation of the Strategic Plan • Architectural options will be developed and assessed for presentation to the NASA Strategic Planning Council • Trade studies and affordability analyses will assess costs and benefits of various options, with feedback to roadmap teams • Each architecture will identify a critical path of achievements and developments • Architecture will be continuously adjusted and used as a tool for Agency management and budget decisions

  3. Strategic Architecture: What Is it? • The integrated strategic architecture will comprise the technical foundation of the strategic plan • Strategic Planning Council is the decision-making body • Also a management tool - continuously updated based on programmatic decisions and progress • Assembles program elements and major missions drawn from roadmaps • Preserves roadmap team priorities, structures, and sequences • Rough timeline of Agency-level achievements, decisions, developments • Depicts major options and branch points, and identifies information or discoveries that will drive choices • Identifies major capability and infrastructure needs • Derived from strategic roadmaps, incorporating findings of capability roadmaps • Map into Agency core competencies and human capital priorities • Several options will be prepared and assessed prior to presentation to SPC • Options will be scenario-based to enable comparisons and identify inter-roadmap choices, priorities, and decisions • Developed and iterated by integration and synthesis teams • Incorporate NRC reviews of individual roadmaps • NAC summer workshop creates “final” architectural options to carry forward

  4. Integration Steps - Detail • Step 1: Assemble and analyze information across roadmaps • Identify priorities, key relationships, and dependencies • Derive key strategic decisions, implications, and natural sequences/precedence • Interact with roadmap teams (SRM and CRM) as necessary • Input data into relational database • Step 2: Create draft architectures for comparison • Emphasize major strategic relationships and decisions • Prepare integrated architectural elements and options • Scientific achievements - robotic and human • Expansion of robotic/human presence • Understanding space environment and effects on humans • Assemble and assess draft architectures • Identify “scenarios” to be used for comparison and evaluation • Consistent with NASA objectives, policies, and roadmap priorities • Top-level assessment of affordability, achievements, • Step 3: Present, discuss, iterate, downselect, and finalize architectures • Synthesis team workshops in June and July • Center system engineers, senior managers, other experts • Steering group review in late June (Roadmap co-chairs) • NAC roadmap workshop in mid-late August (NAC plus co-chairs) • Architectures presented to SPC in late September

  5. Integration Process Flow • Capabilities and • Agency guidance: • Policy • Budget • Priorities Strategic Roadmaps Identify relationships, dependencies, sequences Synthesize and assess architectural options Iterate with Roadmap Teams • Strategic Decisions • New Initiatives • Strategic Plan Steering Group Review (Roadmap co-chairs) NAC Workshop Strategic Planning Council Strategic Architecture

  6. Top-Level Milestones • Release “New Age of Exploration” (Agency objectives) Jan 2005 • Integration team meetings start Feb 11 • Draft capability roadmaps Feb-Mar • Draft strategic roadmaps (content) Apr 15 • Synthesis workshop #1 ~Jun 15 • Steering group review ~Jun 30 • Roadmap drafts to NRC Jun 1 • Synthesis workshop #2 ~Jul 15 • NAC summer workshop ~Aug 15 • Architecture reviews and completion Sep 1-30 • Roadmap reports complete (text) Oct 1 • Final architectures to SPC Oct 1 • Agency strategic plan release Jan 23 2006
