For the pilot, ERCOT will procure up to 65 MW per hour for FRRS-up and will procure up to 35 MW per hour for FRRS-down. No changes are made to the existing REGUP and REGDN requirements.

FRRS Settlements Impacts • Effective Operating Day February 25, 2013, ERCOT will begin settling FRRS • FRRS will be settled using existing SASM settlements formulas and will appear on Initial Settlements • A SASM Code of “SASMFRRS” will be used for each operating day that QSEs providing FRRS have been awarded • DAM AS prices for Reg Up and Reg Down will be used to price the FRRS awards • Prices for Non Spin and Responsive will be zero for the SASMFRRS • Special SASM code will allow the market to track the cost of FRRS separate from Ancillary Services awarded through regular SASMs • A monthly performance check will be done to determine which days, if any, QSEs providing FRRS failed their AS responsibility • If a QSE failed, ERCOT will zero out the award on Final Settlements, effectively charging back the QSE for the failed quantity and crediting back QSEs with load

Proposed FRRS Pilot Project Timeline • February 19, 2013: Pilot participants provide first weekly notification of available Resource capacity • February 21, 2013: ERCOT provides QSEs first notification of hourly commitments for the upcoming Saturday through Friday period • February 25, 2013: First day pilot participants would need to follow FRRS deployments (the start date and time for the first week will be Monday HE 11 instead of Saturday HE1) • July 1, 2013: ERCOT issues preliminary report on FRRS pilot project • August 23, 2013 (subject to change by the Board of Directors): Last date Pilot participants would need to follow FRRS deployments (pilot project ends)
