Who We Are Applied Survey Research • A 30-year-old non-profit social research firm headquartered in Santa Cruz County • ASR has conducted homeless research in Orange, Atlanta, San Bernardino, Riverside, Monterey, Santa Cruz, Santa Clara, San Francisco, Sonoma, Mendocino, Clark (NV), and Los Angeles Counties 3

Purpose of this Research Generate data to respond to the HUD NOFA application Generate valid, accurate, qualitative and quantitative data regarding homeless for better service planning and delivery Gain better understanding of issues and needs of the Orange homeless community Help retain or increase Orange County’s $13.2 million share of competitive federal funding for homeless services 4

  5. Homeless Study Data Components • Street Census • Shelter/Institution Census • Street Census + Shelter Census = PIT total • Survey • Data from the survey will be projected to the final population data • Shelter Inventory List • Needs Assessment (GAP Analysis) 5

Methodology • Homeless Enumeration • Teams of homeless individuals, service providers, and researchers canvas each jurisdiction to count homeless • Street count conducted in the early morning hours to prevent co-mingling (duplication) of street and sheltered homeless – January 22, 2011 • Head counts taken at every homeless shelter, transitional housing facility, hospital, jail, etc. 6

Methodology • Participatory Approach • Homeless individuals and service providers involved in every aspect of data collection • Incentives Provided to all Homeless Workers • Interviewers receive $5 per survey • Census workers receive $10 for training and $10 per hour • Survey respondents receive phone cards as participation incentives 7

Methodology • Homeless Surveys • ~750 interviews will be conducted by homeless individuals and service providers • Survey will be stratified by shelter and street estimates AND by geographical area. Findings weighted to actual results. • Duplication is prevented by obtaining respondents’ initials and date of birth and other data cleaning. 8

PIT Count Logistics Improvements – 2011 • More experienced volunteers and guides • Greater knowledge of hot spots • Better recruitment of volunteers and guides • Targeted efforts for sub-populations • Improved Deployment Sites • Pre-deployments for designated areas • Use of a more accurate HIC data • HMIS better and more widely used • Greater knowledge of process and results by OC • Better sampling of shelters thru greater participation • Better weather! 10

Key Next Steps Task Area • Hot Spot Identification • Facility usage • Homeless Worker Referral • Homeless Surveying Council Contribution • We need experts (homeless and provider) to identify homeless hot spots on a map for our sample selection in the next 4 weeks • Use of facilities as deployment sites on 1.22.11(near shelters, strategic) • 150 workers need to be recruited. How many workers can you recruit and commit to quality participation? • We need a number of coordinators willing to stock survey supplies and manage the distribution of surveyors to the homeless interviewers and review the returned surveys for quality assurance. 20

  21. Data Release and Report Production • Census and Survey data will be released ASAP for the NOFA application • Report scheduled for release after the NOFA is completed 21
