City Comprehensive Plan Policies • Amendments are intended to • Accommodate and manage the City’s rapid growth • Establish procedures for the orderly conversion of land from rural to urban use • Encourage efficient use of land inside City limits • Encourage public facility planning & coordination between City & County • Replaces or updates several Plan chapters; overall Plan will be updated through 2007

City Comprehensive Plan Policies Chapter 10: Housing • Average residential density: 7.5 units per gross acre, 5.9 units per net acre • Establish criteria for high density neighborhoods, such as open space requirements • Manufactured homes may be in manufactured home parks, etc., allowed in UGB, but City is not required to provide for them • Target densities: • Low Density Residential: 2 - 5 units per acre • Medium Density Residential: min. 4 units per acre • High Density Residential: min. 8 units per acre
City Comprehensive Plan Policies Replace this policy: • The City shall provide for mobile home or manufactured dwelling parks within the UGBs to allow persons and families a choice of residential settings With this policy: • Manufactured homes may be located in mobile home parks, manufactured home subdivisions consistent with ORS 197.303(1)(d) to allow persons and families a choice in residential products Why: • City will not develop MH parks, but allows them • City is beginning a comprehensive AH study & plan
City Comprehensive Plan Policies Chapter 11: Public Facilities • Identify roles & responsibilities for City & County for coordinating the preparation of public facility planning in the Urban Growth Management Agreement for the UGB, City has primary responsibility

County Comprehensive Plan Text GOAL • Recognize Redmond’s Comprehensive Plan as the policy document that provides the basis for implementing land use plans & ordinances in Redmond’s UGB. Purpose: to provide for one principal means of implementing the Redmond Comprehensive Plan. Process • Receive testimony (written / verbal) • Close public hearing (written / verbal) • Based upon direction given – staff to prepare final findings, legal description, etc. • July 18 – Post resolution, ordinances, exhibits, legal descriptions (7 days in advance of July 25th hearing) • July 25 – Redmond City Council Public Hearing to approve ordinances, exhibits, legal description, resolution, etc. • Deschutes County Board of County Commissioners approve ordinances, exhibits, legal description, resolution, etc. following Redmond City Council decision.
